The ILO PROSPECTS team consists of technical, finance and operations team members. The Programme Officer will assist the Programme Manager to ensure efforts are directed towards producing results. The Programme Officer will lead and support the National Coordination team in the overall implementation on the ground while ensuring expected outputs and results are realised. In addition, it is expected that the Programme Officer will lead specific cross-cutting components of the programme.
In general, while the Programme Manager (PM) focuses on the overall programme management including defining goals, implementation strategies, overall technical support, stakeholder relations, decision-making, and resource allocation of the programme, the Programme Officer will handle the overall implementation of these strategies, ensuring that goals are met, and field activities run smoothly. In summary, the Programme Officer and NPCs ensure effective coordination between the overall programme strategies and the practical implementation in the field.
The Programme Officer is expected to play a key role in knowledge management and sharing, monitoring, evaluation, and Identifying lessons learned from field implementation to inform programme implementation.
Technically, while all ILO interventions and efforts evolve and are intended to lead to decent work and employment, specific technical areas are identified under PROSPECTS four pillars, such as market-relevant technical and employability skills development, career guidance, transition to work, employment promotion, enterprise and business development, financial education and inclusion, and social protection.
The Programme Officer is expected to assist the Programme Manager in providing substantial technical inputs, especially to the NPCs. The NPCs are expected to work very closely with the Programme Officer who will play a pivotal role to assist the Programme Manager to oversee, coordinate, and synergise the whole national coordination in the programme.

Duties:
- Better socio-economic understanding and response to refugees’ and host communities’ context:
- Collaborate with the PM to analyse the socio-economic and labour market trends, as well as development frameworks and priorities in Egypt to better inform the design of market-relevant interventions for both Egyptian youth and refugees. This includes promoting refugees’ inclusion, gender equality, people with disability inclusion, and non-discrimination in all aspects of the project.
Programme Implementation:
- Focus on programme implementation-related matters and develop approaches to ensure the effective coordination and integration of activities that draw on multiple technical areas and interdisciplinary approaches within PROSPECTS.
- Lead and supervise the NPCs team in the overall activities implementation on the ground to ensure effective and efficient delivery of results, and synergies between programme components including but not limited to discussions with ILO technical Specialists, implementing partners, field visits, and participation in reviews and evaluations.
- Ensuring all deliveries and outcomes are in conformity with ILO policies and guidelines and contribute to the effective management of funds/budgets allocated to the assigned components, in accordance with ILO rules and financial and procurement regulations.
- Prepare work plans, periodic and ad hoc technical and implementation reports, presentations, and information databases for monitoring and reporting purposes.
- In close coordination with the PM and the Finance and Operations Officer, monitor the efficiency and effectiveness of the project work methods and processes and make recommendations for improvements. Liaise closely with different units to ensure effective and smooth service design and delivery, recommending improvements on interrelated processes.
- Lead the execution of the Global PROSPECTS M&E system in Egypt and its tools and Identify lessons learned from field implementation to better inform the programme implementation in collaboration with the PROSPECTS Egypt M&E Assistant and the Global PROSPECTS M&E Officer.
- Support the project’s team to maintain a sound knowledge management and sharing of the programme, with other ILO participating countries and other Implementing Agencies of PROSPECTS.
- Lead, prepare and support the team in producing consolidated progress reports. Provide specific recommendations based on lessons and ensure timely delivery of results.
Building partnerships and synergies with national partners:
- Support the PM in providing technical advice to relevant government ministries, social partners and other key national and international partners.
- Actively engaging and strengthening the collaboration with national partners in Egypt (e.g. government and private institutions, social partners, and other stakeholders) aiming to identify entry points and the implementation of interventions.
- Seek opportunities to build and enhance partnerships with a range of stakeholders and build synergies with existing initiatives and programmes in Egypt.
- Provide support to relevant government ministries, ILO social partners, key national, and international partners, in close collaboration with the PM, ILO DWT/CO Cairo, and regional and HQ units as relevant.
- Support the PM in leveraging the role of the ILO and its representation in internal and external meetings.
- Perform other duties as assigned by the supervisor.
Required qualifications:
Education:
Education:
- First-level University degree (BA or equivalent) in economics, political science, business administration, development studies or related fields.
Experience:
- Minimum of five years of professional work experience in development programmes; planning, implementation, monitoring, and evaluation of activities.
- Management experience is considered an advantage.
- Project management experience is considered an advantage.
- Work experience with youth employment programmes and projects and/or development projects focused on job creation is considered an asset.
- Work experience in humanitarian-development nexus, and in forcibly displacement projects is considered an asset.
Languages:
- Excellent command of English and Arabic languages (Oral and written).
