Organizational Setting and Reporting Relationship
The Senior Project Assistant is assigned to the Armenia Resident Mission within the Central and West Asia Department. You will be based at ARRM in Yerevan, Armenia.
You will report to designated International staff and senior National Staff.
Your Role
As a Senior Project Assistant, you will support Armenia Resident Mission (ARRM) in performance of operational and administrative procurement functions, project monitoring and administration, country programming, and portfolio management.
You will:
Work independently or with team members on all or a combination of the following transactions and/or clearly defined areas, depending on the assignment/instructions from supervisors:
Multi-function Analysis
Support in the review of procurement related documents (prior to contract award) submitted by borrower ; support in the review. Assist in the review of EA/IAs’ submission of draft Requests for Proposals (RFPs),
Assist in processing staff and Technical Assistance (TA) consultant recruitment process contract variations and payments to ensure timely closing of TA accounts.
Portfolio Management
Assist in portfolio management including undertaking analyses of portfolio across all sectors, and preparation of background papers and presentations for portfolio review missions and government meetings.
Compile and analyze data and statistics on contract awards and disbursements for all ongoing projects. Provide background analyses of problems encountered, in consultation with project officers, of projects classified “potential problem” and “at risk”.
Participate as necessary in various missions and assist in reconciliation of project accounts, and reviews for compliance of loan covenants, disbursement-linked indicators, and policy actions.
Assist project officers in administration of loan/TA projects using high levels of initiative, independence and dependability in review, analytical and monitoring activities.
Update individual projects performance reports (PPRs) and technical assistance performance reports every month in ADB systems and participates in departmental Project Performance Report (PPR) meetings.
Liaise closely with EA/IAs and internal departments on the processing of withdrawal applications.
Country Programming
Support the Country Operations Head in inputting project-specific data for loans, grants, and TAs in SovOps in close coordination with project team leads and departmental focals ensuring accuracy and alignment to country requirements.
Support annual country programming mission through preparation of background materials, presentations, and other material to facilitate discussions on new project opportunities (including loans, TA, and grants). Prepare indicative country pipelines across multiple year time.
Assist country economist, as necessary, in performing ad-hoc research activities related to project pipeline development.
Mentoring Support
Provide support to staff on project administration documentation requirements.
Support in conducting trainings to EA /IA staff on relevant subject matters.
Guide, support, and provide information to consultants in undertaking project administration activities and preparation of Project Completion Reports (PCRs) and Technical Assistant Completion Reports (TCRs).
Perform other duties as assigned and reflected in the incumbent’s workplans.
Qualifications
You will need:
- Bachelor’s degree in finance, business administration, engineering, economics or relevant discipline.
- At least 5 years of related work experience in one or more of the following: portfolio management, project administration, country programming; preferably with experience in infrastructure sector with international agencies.
- Sound understanding of procedures and practices related to project and portfolio administration.
- Knowledge of ADB processes around country programming and pipeline development .
- Good computer skills with sound knowledge of commonly used application software such as MS Word, Excel, and PowerPoint.
- Familiar with Armenian Government institutions, professional associations, technical institutes, and general operating environment in Armenia across multiple sectors.
- Strong analytical skills and demonstrable ability to guide new staff
- Strong presentation and communications skills both in English and Armenian language.
- Understanding of ADB’s SovOps system is a plus.

Additional Information
This is a fixed term appointment with option to renew for an initial period of x (xxx) years following Section 3.1 (b) of Administrative Order No. 2.01 (“Recruitment and Appointment’). This appointment is not convertible to a regular appointment. . After the initial fixed period, ADB has the option to renew the appointment for up to three years or allow it to expire. This decision is based on ADB’s overall interest in retaining the skills and experience of the staff for medium-term work program within the respective group, department, or office, while considering the availability of funding sources.
