Job Description

Under overall supervision of the Senior Operations Officer and the direct supervision of the Community Engagement Officer, the incumbent will be responsible for assisting programs related to return and recovery within the area of responsibility as below context:

Responsibilities

  • Support with supervision and coordination of the recreational facility buildings and the work of its staff, taking into consideration ideas from guests and from within the interagency team at CAS, and work to improve both the physical space and the recreational activities that are available for the population as well as from relevant stakeholders, including the US Department of state staying abreast of and complying with the parameters of IOM’s mandate at CAS.
  • Lead as a focal point or a co-manager with the Department of State in the roll out of community engagement and resilience building activities tied to Community Engagement Women centre. 
  • Evaluate gaps and contribute to the development or revision of guidelines, regulations,standard operating procedures and tools for recreational building improvements, including in relation to emergency preparedness and response, as necessary.
  • Cultivate an understanding among all users of the recreational spaces on behavioral expectations, and respect for other users and the building facilities.
  • Support the Recreational facility officer in Evaluating gaps and contribute to the development or revision of guidelines, regulations, standard operating procedures and tools for all Recreational spaces at Camp-Saliyah (CAS).
  • Assist with coordination and facilitate better integration between the Assistance Program and IOM’s USRAP work at CAS.
  • Promote and maintain linkage between Community Engagement, MHPSS Community Engagement Pillar & Education as well as coordinating closely with other Assistance Program Officers and the Protection Officer.
  • As appropriate, respond to camp complaints  after review of the information gathered from the complaints, Feedback Mechanism (CFM), Community townhall meetings, Community townhall meetings for women and Girls as well as other sources of information emanating from the population in relation to community engagement.
  • Support the Community Engagement Officer and counterparts in the Department of State in providing technical assistance in the formulation of the overall planning of events as well as other socio recreational and sport planning activities at the recreational buildings.
  • Represent IOM Community Engagement Unit in relevant technical working groups at CAS. Maintain effective working relationships and information sharing protocols with relevant stakeholders to facilitate cohesive and coordinated approaches.
  • Provide capacity building support to the US DOS, including training materials and tools to strengthen capacity building of community engagement staff  and assist with their adaptation to address specific operational needs.
  • Support the Community Engagement Officer and Recreational Facility Officer to mentor and build the capacities of IOM Qatar Community Engagement Unit staff in the thematic area as required.
  • Contribute to the drafting of weekly sit-reps, monthly, & quarterly progress reports, collect lessons learned and best practices as well as success story reports. Participate in open communication with IOM colleagues and outside stakeholders and partners using the communication tools available.
  • Perform such other duties as may be assigned.

Qualifications

EDUCATION

  • University degree in social sciences or equivalent from an accredited academic university or institute with a minimum of four years relevant working experience, or,
  • Completed high school degree with at least six years of relevant experience.

EXPERIENCE

  • Experience working for the United Nations, an official mission, non-governmental organization or relevant government department a distinct advantage.
  • With experience in drafting clear and concise reports.

SKILLS

  • Good communication, interpersonal and organizational skills.
  • Good knowledge of Word, Excel and Internet.
  • Willing to rove between different locations inside the duty station. Strong interpersonal and communication skills in a multi-cultural setting;
  • Strong work ethics and commitment to humanitarian principles.
  • Ability to work under time constraints and deadlines in challenging settings. 
  • Ability to coordinate various activities harmoniously.
  • Capacity to work effectively and harmoniously with colleagues from various cultures and professional background
  • Ability to work independently, with flexibility 
  • Ability to work in a team and good interpersonal skills.
Languages
IOM’s official languages are English, French and Spanish.
For this position, fluency in English is required (oral and written). Working knowledge of Arabic, Dari and Pashto is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
