Background:
Tasks and Responsibilities:
The Senior Project Assistant position is essential to provide support for the ongoing Extra Budgetary project “Strengthening the Electoral Process in Kosovo”. Working under minimum supervision, the role involves adapting processes, engaging stakeholders, and ensuring successful project implementation to enhance electoral support efforts and achieve project objectives.
The Senior Project Assistant reports to the National Elections Advisor (NP3) / Project Manager, while the Director of the Department (Seconded, S4) acts as the second-level supervisor.
- Provides overall support and assistance in implementation of the Extra-budgetary project “Strengthening the Electoral Process in Kosovo”
- In coordination with the Project Manager, the incumbent works in designing and implementing project activities, by recommending priority activities, liaising with participants, preparing written material for supervisor’s approval, and obtaining the required administrative approvals; keeping track of pending matters and following up with other offices on deadlines.
- Drafts project-related reports tailored to meet the specific needs of the election project, ensuring accuracy and timely delivery. Monitoring administration of assigned project outcomes, including tracking budget and expenditure, and making recommendations for improvements to the design and delivery of the work processes and practices to meet specific project needs, by focusing on the provision of defined services and seeking opportunities to improve the delivery of the service by collaborating or integrating processes or activities.
- Co-ordinating administrative arrangements, including the preparation of terms of reference and selection of consultants, implementing partners and vendors, administrative and logistical arrangements for in-person, online and hybrid events, such as meetings, workshops, conferences, study visits etc.; developing project databases with references and cross-references.
- Using Integrated Resource Management” (IRMA) system, initiating and following up on actions related to requisitions, recruitment of consultants, training and study tours, purchase of services and goods, payments, travel authorizations requests/claims and dealing with all related inquiries.

Necessary Qualifications:
- Completed secondary education, supplemented by specialized training or formal studies in project management, social or political science.
- Minimum of six years of relevant work experience with governmental, inter-governmental, international organizations, or civil society organizations, preferably within OSCE central or local governance, including electoral support projects and activities.
- Experience in project planning, implementation, monitoring, and reporting.
- Established knowledge and understanding of legal and institutional environment around elections.
- Ability to conduct independent research and gather information from various sources.
- Proficiency in digital literacy and the use of Microsoft Office tools (Outlook, Word, Excel, and PowerPoint), as well as internet usage. Experience with an ERP software is an asset.
- Excellent oral and written communication skills in English and one of the local languages.
Remuneration Package:
Monthly remuneration, subject to social security deductions is 1,246.67 Euro/month.
Social benefits will include participation in the OSCE group medical insurance scheme and the OSCE Provident Fund. Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.

Please note that for this position the OSCE does not reimburse expenses such as travel in connection with interviews, tests, visas and relocation. Please be aware that the OSCE does not request payment at any stage of the application and review process.
The mandatory retirement age at the OSCE is 65 years for contracted positions at the general service, professional and director level. The Organization shall apply an age limit of 63 years at the time of appointment as the incumbent selected is normally expected to carry out the contractual obligation of two years.
