Introduction

The position is located in Tbilisi, Georgia, being part of the ILO Decent Work Technical Support Team/Country Office for Central and Eastern Europe (DWT/CO-Budapest). DWT/CO-Budapest provides technical support and guidance related to the ILO agenda in 19 countries of Central and Eastern Europe (for more see www.ilo.org/budapest).

An RBSA-funded intervention entitled Supporting the formalization of workers and enterprises through an integrated and gender-responsive national strategy has been approved. It contributes to enhance Georgia’s capacity to foster the transition to formality through the design and implementation of a National Integrated and Gender-responsive Formalization Strategy (NFS) and the establishment of a Coordination Mechanism to facilitate the integration and coherence of policy interventions across national and local levels. 

The Project Coordinator will be responsible for the overall management and technical coordination of project implementation and monitoring to ensure the timely and quality delivery and reporting on project deliverables. S/he will have the main role in managing the close collaboration with the project partners, including the tripartite ILO constituents in Georgia and, where relevant, to engage with other actors, among which other UN agencies, which can contribute to support the formalization of enterprises and their workers.  

Reporting lines

  • The Project Coordinator will report to the Senior Gender and Formalization Specialist of the ILO DWT/CO Budapest. S/he will work in close collaboration with the relevant DWT/CO specialists who have technical responsibility for specific work under the project, as well as relevant ILO Headquarters Units. S/he will supervise and manage the work of the Project Administrative Assistant. The incumbent is expected to collaborate closely with the ILO National Coordinator (NC) for Georgia.

Description of Duties

  • Lead the project timely implementation, monitoring and evaluation through management functions, including provision of technical and administrative supervision to the project team in line with the ILO policy, rules and regulations and according to the final project document and work plan.
  • In consultation with the relevant ILO DWT/CO-Budapest Specialists and Project Coordinators, take appropriate measures to ensure timely fulfilment of all obligations and timely and quality delivery of the project outputs. Monitor progress of the project’s implementation by reviewing, verifying and analysing work-plans, progress reports, final report and other data for clarity, consistency and completeness. Promote the inclusion of gender equality and non-discrimination in all aspects of the project.
  • Identify, analyse and share with DWT specialists country-specific development plans and priorities, socio-economic data, reports, and other relevant information that may be relevant for the implementation of the project.
  • Identify problems, propose solutions and action and follow-up with relevant departments at headquarters and regional office, executing agencies, government offices, constituents, and other organizations to expedite implementation and meet targets.
  • Provide or ensure access to legal and policy advice to the government and the social partners on issues related to formalization of the informal economy.
  • Organize training programmes and awareness raising activities to improve understanding of formalization related issues.
  • Ensure the delivery of quality technical inputs, including qualitative and quantitative research in line with ILO core conventions and Recommendation 204 on the transition from the informal to the formal economy.
  • Maintain close cooperation and coordination with government, employers’ and workers’ organizations in the planning and implementation of activities under the project as part of their involvement and capacity building.
  • Establish and develop knowledge management system covering technical activities under the project, including other economic and social issues of relevance to the project.
  • Represent the project in various fora, under the guidance of the ILO DWT/CO-Budapest Director.
  • Periodically report, monitor and facilitate the evaluation of all project’s components according to the project’s document and work plan. Prepare required technical progress reports and ad hoc reports on the status of project planning and implementation for submission to the ILO and the donor.
  • Responsible for the effective administrative management of the project, including guidance and supervision of the personnel assigned to the project.
  • Ensure high-level communications to increase project’s visibility at the national and international levels. This includes closely cooperating with the national Coordinator for Georgia in liaising with the UN country team, and other key stakeholders. Under direct guidance of the Gender and Formalization Specialist and the National Coordinator for Georgia and in collaboration with the DWT/CO-Budapest Communications Officer, maintain relations with mass media and concerned media groups in order to increase the impact of the project in society as a whole.
  • Other related duties as assigned.

Required qualifications

Education

  • First level university degree in economics, social sciences, or related field, and strong knowledge on development issues particularly, relating to formalization challenges of workers and enterprises. Knowledge of gender equality and the world of work will be an advantage. 

Experience

  • At least three years of experience in project management, supervision, administration and implementation of grant/cooperative agreement requirements (including meeting deadlines, achieving targets, and overseeing the preparation and submission of required reports to the project donor).

Technical requirements:

  • Good knowledge of development economics, as well as , poverty reduction strategies, and social policies. Knowledge of the policy making process and the role of social dialogue in securing successful outcomes.

Languages

  • Excellent knowledge of English and Georgian.
