Purpose Statement
The main role of the incumbent is to interpret business requirements emanating from the Treaty, to analyze, propose and manage medium-sized, internally and externally resourced, projects designed to implement ICT solutions to meet identified business needs, acquiring and utilizing the necessary resources and skills, within agreed parameters of cost, timescales, and quality.
Reporting Lines
The incumbent works under the supervision of the Head, External Systems Development Section.
Work Relations
S/he works closely with key stakeholders within PCT Information Systems Division, PCT Operations Division, PCT Business Development Division, PCT International Cooperation Division and liaises with Security and Information Assurance Division and the ICT Department to ensure coordination relating to infrastructure, architecture and security matters. The incumbent also works in close cooperation with external providers.
Duties and Responsibilities:
The incumbent will perform the following principal duties:
- Perform consultations on business requirements with key stakeholders including member states, large filers and 3rd party software vendors;
- Perform technical analysis of business requirements to produce software specifications for major PCT applications;
- Oversee development and support activities for a number of high profile, highly sensitive information systems projects, including projects with global impact, affecting business processes internally and externally for PCT users (applicants, inventors and Patent Offices around the world);
- In collaboration with users and senior developers convert business requirements into technical designs and architectural specifications;
- Manage the project team of contractors and external suppliers to deliver the technical system to support the project, including testing and maintenance operations undertaken by staff and external contractor resources distributed between WIPO headquarter and multiple off-shore development centers;
- Interact with WIPO support team for project related support activities such as application deployment to production;
- Provide expert level support and guidance to production support team as required;
- Perform other related duties as required.
Education Essential:
- Advanced university degree in computer science, or a related discipline. A first-level university degree in one of the aforementioned disciplines plus two years of relevant experience in addition to the years of experience requested below may be accepted in lieu of an advanced university degree.
- At least seven years of relevant experience managing and provisioning highly confidential and secure ICT systems involving sensitive information.
- Extensive experience leading projects in a distributed, multivendor environment.
- Practical experience in at least three of the following areas: project management, software development methodologies, contract & vendor management, information security, automated testing, disaster recovery and business continuity management, localization.
- At least five years of technical experience in the area of Intellectual Property, preferably PCT.
- Excellent knowledge of written and spoken English.
- Good knowledge of other PCT publication languages, particularly French.
