As a Senior Project Officer (Transport), you will provide technical and operational support in project processing and implementation in the transport sector with an emphasis on urban public transport, BRT/e-buses, e-mobility, multimodal connectivity, green ports and logistics, railways, intelligent transport system, and digital-based urban traffic management. The position covers (i) direct administration of delegated transport sector projects and technical assistance (TA) projects; (ii) assistance in administration of non-delegated transport sector projects; (iii) assistance in overall monitoring of the status and performance of the ADB’s Indian portfolio (delegated and non-delegated projects in the transport sector); and (iv) undertaking transport sector work, including in the areas of programming, processing and analysis. You will further provide key support for pipeline building in ADB’s new and emerging areas of strategic engagement in India.

You will:

Project Administration

  • Administer implementation of assigned projects in the transport sector by undertaking regular review and other missions, monitoring progress, actively identifying issues and taking actions to address them.
  • Monitor contract awards and disbursement performance, and support addressing any shortfalls.
  • Provide advice to executing and implementing agencies (EAs and IAs) on ADB guidelines on procurement, recruitment of consultants, preparation of bid documents, etc., and help to resolve problems.
  • Review and provide comments on draft bidding documents and bid evaluation reports to ensure compliance with ADB policies.
  • Explain ADB’s Anti-Corruption Policy to executing agencies and assists in ensuring ADB projects are implemented with a sufficient degree of oversight and transparency to deter fraudulent acts.
  • Monitor compliance with loan covenants including loan covenants related to sector reform and ADB safeguard policies.
  • Undertake internal project administration activities for the assigned projects.

Project Processing and Pipeline Development

  • Participate in ADB’s processing missions for transport sector projects.
  • Provide inputs on technical matters such as design criteria, cost estimates.
  • Prepare procurement plan and other procurement related matters, project implementation arrangements and project implementation schedule.
  • Provide sector information, as required, follow-up issues for fact-finding, appraisal, negotiation and Board presentation.
  • Provide support for carrying out policy dialogue with the government on sector and institutional issues.
  • Prepare relevant sections of the RRP and supporting documents.
  • Provide support for pipeline building in ADB’s new and emerging areas of strategic engagement in transport sector in India.

Programming

  • Participate in consultation and programming missions.
  • Provide support to country programming missions by participating in discussion with state governments, line ministries and EAs on proposed assistance in the transport sector.
  • Follow up on outstanding issues with concerned ministries and EAs.
  • Provide assistance in the preparation of background notes for the proposed lending and non-lending program in the transport sector and for Country Partnership Strategy.

Thematic, Analytical and Sector Work

  • Contribute to transport sector work in the field by conducting assigned transport sector research, updating information on transport sector, analyzing transport sector issues. And preparing reports on the subjects. Assist in the preparation of sector assessments within the context of development aid effectiveness and national sector strategy to be utilized for programming purposes.
  • Maintain up-to-date knowledge base of future Government investment plans and approval processes, organizational structures and policies relevant to the assigned sectors.
  • Maintain close relationships with relevant Government agencies and ADB staff.
  • Participate in conferences, seminars, workshops related to transport sector.

Portfolio Management

  • Assist in maintaining MIS on portfolio performance and maintain accurate data on current status of implementation progress of ongoing projects.
  • Prepare in consultation with the EAs, the yearly contract award and disbursement targets and monitors the achievement of those targets.
  • Monitor and coordinate with the EAs, the timely submission of monthly/ quarterly progress reports, audited project accounts and financial statements, and withdrawal applications.
  • Participate in Tripartite Portfolio Review Meetings (TPRM) and prepare background and issue papers for TPRMs.
  • Participate in Country Portfolio Review Mission and provide inputs for monitoring overall performance of ADB’s transport sector portfolio, including inputs for pre- and post-mission documentation.

Technical Assistance

  • ADB provides technical assistance (TA) projects to DMCs in addition to loan and grant projects. TA projects are mostly implemented by ADB’s project teams.
  • Administer the implementation of assigned TA projects by: undertaking consultant recruitment and monitoring implementation progress, providing guidance to the TA consultants, providing written comments on TA consultants’ deliverables and reports.
  • Liaise with the executing agency on the implementation of TAs.
  • Participate in tripartite discussions with the executing agencies on implementation of TAs.
  • Manage consultant contracts under TAs.

PCRs/TCRs

  • ADB’s project teams prepare completion reports as self-evaluation when loan, grant, and TA projects are completed.
  • Prepare Project Completion Reports and TA Completion Reports as assigned.

Policy Dialogue and Information Dissemination

  • ADB holds policy dialogue with the government officials at the time of preparing Country Partnership Strategy, processing and administration of projects, and other occasion and discuss the government’s policy on the development of transport sector to identify specific area of ADB to support.
  • Contribute to policy dialogue in the transport sector with government officials in the context of project and TAs processing and administration.
  • Actively disseminate information on ADB’s transport sector interventions and programs to development stakeholders and the public.

Others

  • Support activities to build the capacity of EAs, including assessing and monitoring implementation capacity, identifying weaknesses and proposing short and long term needs, and liaising capacity development programs conducted by ADB.
  • Produce reports, as required, on the tasks undertaken in relation to the above.
  • Perform other duties that may be assigned as reflected in the incumbent’s work plan.

Qualifications

You will need:

  • Bachelor’s degree in civil engineering, preferably with relevant master’s degree or equivalent will be an advantage.
  • At least 10 years of relevant professional experience and demonstrated expertise in project management and implementation within the assigned sector; and at least 5 years of supervisory experience.
  • Experience in project processing and administration of urban public transport, BRT/E-buses, E-mobility, multimodal connectivity, green ports and logistics, railways, intelligent transport system (ITS), and digital-based urban traffic management.
  • Experience in project processing and administration of multisectoral projects involving transport, urban, environment, climate etc. and/or of inter-agency projects involving integrated and coordinated approach is preferred.
  • Sound knowledge of government administrative systems and procedures
  • Familiarity with accepted best practices of procurement and disbursement processes
  • Excellent written and verbal communication skills in English is required
  • Familiarity with local languages and institutions.
  • Excellent interpersonal and communication skills, ability to work in a multicultural environment.
  • Ability to work effectively and collaboratively in team-oriented environment.
  • Ability to take initiative and work proactively.
  • Flexibility/willingness to perform variety of tasks and expand the scope of work and responsibilities as needed.
  • Proficiency in the use of technology packages (common word-processing, spreadsheets and graphics, PowerPoint and web-browsing and search engines.
