JOB PURPOSE

The Senior Officer is responsible for implementing, coordinating, and reporting on the GIZ-funded project in Salah ad Din and Nineveh governorates, focusing on increasing financial literacy and promoting renewable energy adoption among vulnerable populations. Under the supervision of the Area Manager, the Senior Officer will lead project activities, engage with stakeholders, and ensure the achievement of project objectives.

Key Responsibilities:

  • Lead the implementation of tailored financial literacy sessions and training on renewable energy adoption for various target groups, including people affected by poverty, youth, and MSME owners.
  • Coordinate with local government authorities, financial institutions, and other stakeholders to ensure project alignment and sustainability.
  • Develop and implement capacity-building programs for community committees, government actors, and other stakeholders.
  • Facilitate exchange learning networking among climate change actors and identify opportunities for national and regional engagement.
  • Oversee the implementation of selected mitigation measures and pilot initiatives in collaboration with government, private sector, and civil society partners.
  • Draft weekly and monthly implementation plans/reports, ensuring accuracy and alignment with project objectives.
  • Supervise beneficiary registration and selection processes, ensuring adherence to agreed criteria and methodologies.
  • Promote gender mainstreaming in all project activities and facilitate the inclusion of women and youth in decision-making processes.
  • Maintain strong working relationships with government departments, academia, and other key stakeholders.
  • Monitor project progress against approved plans, identify challenges, and propose solutions as needed.
  • Contribute to the development and implementation of monitoring and evaluation systems to measure progress and impact.
  • Develop project progress reports for the donor in collaboration with project staff and technical leads.

 

Reporting

  • Develop project progress reports for the donor in collaboration with project staff, technical Leads, funding coordinator and support teams. Ensure narrative reporting and financial accounting meet Oxfam and donor’s requirements;
  • Ensure that budgets are drawn up for all activities, and that activities costs are kept within budgets.
  • Prepare monthly situation reports (financial and narrative) to update management on program progress achieved, program plans, changes in direction and challenges encountered.
  • Ensure that program staff provide an appropriate level of accurate progress reports and conduct detailed revision to ensure accuracy before sending it for sign-off of management.
  • Support and assist project staff and technical leads in development and implementation of appropriate monitoring systems and procedures for measuring both progress and impact.

Qualifications & Preferred Skills

SKILLS, EXPERIENCE AND KNOWLEDGE

Essential

  • A minimum bachelor’s university degree in business management, sustainable
  • development, economics, development studies, renewable energy, peace and conflict studies or related field;
  • 2-3 years of experience in project management, including experience working with implementing partners in the field of climate change and sustainable development.
  • Good Knowledge of the issues, challenges and opportunities around financial literacy, financial inclusion, and renewable energy.
  • Experience and skills in playing a supportive role, demonstrating ability to support field teams’ members to deliver results for operational work.
  • A good understanding of the Iraqi context and local cultures.
  • Strong ability to be flexible and adaptable in times of unexpected challenges and provide creative solutions, whilst maintaining the ethos and objectives of the work at all times.
  • Strong ability to work with diverse groups/individuals –ranging from local partners, local authorities, local community groups, the humanitarian community and the Academia.
  • Proficiency in English and Arabic language (written and spoken) is required.
  • Ability to travel and to work in difficult circumstances.
  • MS Office operating skills (Word, Excel, Power point).

 

Technical Skills:

 

  • Youth engagement: Promotion of youth-led initiatives and facilitation of intergenerational discussions.
  • Awareness campaigns: Planning and implementation of awareness campaigns, including audience research and content creation.
  • Stakeholder engagement: Capacity-building for effective state-citizen dialogue and stakeholder engagement in awareness activities.
  • Networking: Facilitation of learning networking among climate change actors and identification of engagement opportunities at national and regional levels.

Desirable

  • Experience in building the capacity of the team internally and of external stakeholders;
  • Experience in working and jointly implementing projects involving local authorities and/or organizations as implementing partners.
