UC San Diego Housing, Dining and Hospitality provides housing and dining services for approximately 19,000 undergraduate and graduate students and their families in more than 400 buildings, covering nearly 10 million square feet. Consisting of eight divisions, HDH has more than 1,000 career employees, 1,200 to 1,300 student employees, and an annual operating budget greater than $250 million.

HDH is a self-supporting department that operates without any federal, state or campus funding. The department receives nearly 90% of its funding from housing and dining services. It also secures revenue from conference and catering services. The goal is to break even.

HDH is in the midst of implementing an aggressive building plan that will added 10,000 new beds in the next 10 years and will almost double our square footage by 2032.

The Senior Purchasing Manager develops procurement plans, strategies, and policies to ensure efficient and effective procurement of goods and services for HDH Dining and Culinary services. This involves identifying procurement needs, conducting market research, and defining procurement requirements in collaboration with HDH procurement and Integrated Procure-to-Pay Solutions (IPPS). Partners with IPPS purchasing manager to manage contracts throughout their lifecycle, including contract negotiation, execution, and monitoring. Develops and manages procurement budgets by conducting cost analyses, negotiating prices, and optimizing procurement processes to achieve cost-efficiency. Responsible for implementing and managing sustainability and diversity initiatives within procurement processes, such as promoting environmentally friendly procurement practices, supporting local or diverse suppliers, and adhering to sustainability and diversity policies of UC San Diego. Identifies and evaluates potential suppliers, negotiate contracts, and establishes and maintains relationships with suppliers. Manages procurement processes, including procurement requisitions, purchase orders, and contracts.

The senior purchasing manager uses skills as a seasoned and experienced administrative operations professional to manage, plan and administer the operations of a small to mid-sized academic or non-academic department or organizational unit with limited scope. May report to a chair, director, or a higher level administrative operations professional or manager.Perform short- and long-term planning for the organization. May supervise staff or students. Demonstrates good judgment in selecting methods and techniques for obtaining solutions.

  • Thorough knowledge of University rules and regulations, processes, protocols and procedures for budget, accounting and fund management, and / or personnel management.

  • Thorough knowledge of financial analysis and reporting techniques, and / or human resources policies and procedures for staff and academic employees.

  • Leadership skills to effectively hire, train, direct and counsel staff and to create a positive work environment.

  • Proven experience to effectively manage a minimum of $10 million annually in the purchase of food, non-food, and food service equipment, Ability to research, compile, project and analyze budget needs related to these areas and produce monthly reports demonstrating budget compliance. Ability to develop, implement, and monitor purchasing standards that comply with UCSD standards.

  • Experience with food service related software programs such as inventory control systems, Point of Sale systems, and equipment tracking systems.

  • Ability to successfully negotiate and execute agreements with campus partners, contractors, staff, customers and vendors.

  • Strong skills in short-term planning, analysis, problem-solving, and customer service. Demonstrated leadership and organizational skills to prioritize assignments, set goals, and project department needs.

  • Experience to independently manage multiple projects and responsibilities and meet established deadlines.

  • Ability to research food trends and apply that information to effective strategic planning related to development of customer service standards, staffing models, menu design, kitchen design, and food purchasing.

  • Strong interpersonal skills including verbal and written communication, active listening, critical thinking, persuasiveness, advising and counseling skills.

  • Ability to use discretion and maintain confidentiality. Demonstrated ability to use professional judgment in situations for which there are no established criteria or standards, or where answers to problems are not readily apparent and to initiate actions and solutions.

  • Solid knowledge of common University-specific computer application programs. Knowledge and skill in word processing, spreadsheets, database software with capability of adapting software to meet operational needs.

  • Knowledge of a variety of administrative operational activities such as event planning, basic fundraising processes, risk management planning, website design, accounting and payroll, and contracts and grants regulations and guidelines.

Pay Transparency Act

Annual Full Pay Range: $74,300 – $134,500 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $35.58 – $64.42

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
