Senior Resource Mobilization Specialist (National Contract)

The Senior Resource Mobilization (RM) Specialist is tasked with managing all aspects of new business development and program design in alignment with CARE Philippines’ program strategy and CARE International’s Vision 2030 priorities. This role is responsible for identifying new business and funding opportunities, leading the development of concept notes and proposals, tracking past, current, and new business opportunities, and coordinating CARE Philippines’ resource mobilization strategy and donor cultivation plans. The objective is to secure funding from existing and potential donors/partners, build and maintain relationships, and ensure successful project outcomes. Domestic and international travel is required up to 30% of the time.

The Senior Resource Mobilization (RM) Specialist is also tasked to comply with the Safeguarding responsibilities such as:

1. Duty to Prevent, Report and Respond to SHEA and child abuse

2. Responsibility to uphold CARE’s safeguarding Policy and Safeguarding Code of Conduct 3. Contribute to regular monitoring by seeking feedback from programme participants.

Job Description

Strategy Development and Implementation & Business Development

  • Lead the development, review, and implementation of CARE Philippines’ resource mobilization strategy, aligning with the country office strategy, program needs, and funding landscape opportunities.
  • In coordination with the country director, finance director, and SMT, define annual RM priorities and proposal targets, including specific donor and sector growth strategies.
  • Intelligence Gathering: Gather and share information on donor priorities, interests, and trends. Maintain the resource mobilization tracker (FORT) to monitor opportunities. Identify and assess potential funding opportunities aligning with CARE’s goals. Track partnerships with major donors and share opportunities with relevant teams.
  • Pre-Positioning: Identify and track upcoming funding opportunities and grant forecasts. Make informed “go-no go” decisions. Identify potential partners, manage pre-solicitation preparations, participate in pre-design meetings, draft non-technical proposal sections, coordinate design workshops, and support field teams in collecting relevant information.
  • Communications and Marketing: Develop and document a positioning plan for all major donors/sectors aligned with the growth strategy. Ensure up-to-date communications and marketing materials are available for donors and partners.

Proposal Design & Development

  • Proposal Preparation and Coordination: Lead the development of high-quality proposals from concept to submission. Manage partner inputs, support the finance team in cost applications, and ensure alignment with donor guidelines. Build relationships with partners, manage consultants, and support recruitment for proposal development.
  • Program Design: Ensure submissions align with CARE’s program quality standards. Collaborate with the Program Quality and Learning Unit and technical specialists to integrate gender, resilience, and other markers in program design. Establish linkages with program, technical, and support teams for smooth project concept development. Write, edit, and re-frame program design documentation to meet donor requirements and quality standards.
  • Post Submission: Manage post-submission processes and lessons learned, contributing to shared learning and best practices.

Strategic Partnerships, Internal and External Engagements

  • Ensure up-to-date communications and marketing materials (capacity statements, fact sheets) are available for donors, partners, and internal stakeholders.
  • Cultivate and maintain relationships with key institutional donors (e.g., USAID, EU, DFAT, GAC, UN agencies, ADB) to position CARE as a preferred partner, especially for gender-transformative programming.
  • Foster strategic partnerships with the private sector, INGOs, local civil society networks, and government entities to strengthen CARE Philippines programs and develop new business opportunities.
  • Engage with fundraising and relevant teams of CARE, CARE Member Partners (CMPs), present CARE Philippines’ program priorities, and participate in meetings with other CARE country offices and ARMU.
  • Conduct monthly RM meetings with the SMT to review the proposal pipeline and donor engagement, and ensure RM is an agenda item in all-staff meetings.
  • Represent CARE Philippines at government, non-government, and donor platforms to enhance the organization’s profile and visibility, identify business opportunities, and develop new partnerships.
  • Uphold and promote CARE’s Code of Conduct, ethics, and values to build a positive image and credibility for CARE Philippines.

Strengthening Processes, Systems, and Capacities

  • Track all proposal submissions through accurate documentation and timely file management, ensuring active communication and information sharing across the team.
  • Collaborate with the Program Quality & Learning Unit and technical specialists to develop standard tools and approaches for proposals, including tip sheets and crisis modifier approaches.
  • Ensure a smooth handover from proposal development to project implementation by documenting all relevant information and donor contacts.
  • Provide a summary of reflections, learnings, and performance across RM milestones at the end of each financial year.
  • Deliver training to staff and partners on proposal development, log frames, budgeting, report writing, and MEAL in relation to donor compliance, in collaboration with other relevant CARE Philippines country program staff.
  • Provide training and tools for CARE staff and partners entering into new institutional donor contracts, including compliance with regulations on financial management, procurement, audit, reporting, visibility, and communications.
  • Support partners in developing their resource mobilization and donor engagement strategies.
