Senior Science and Technology Analyst

Position description

SAIC is seeking a Senior Science and Technology Analyst with a keen understanding of national security implications.  The Analyst will play a critical role in safeguarding the Department of the Navy’s (DoN) technological advantage. This individual will be a critical in the SBIR/STTR program, conducting comprehensive due diligence assessments to identify and mitigate potential risks associated with foreign influence and alignment with the Navy’s strategic priorities.  This position is located in Arlington, VA and is hybrid remote.

Job Duties Include: 

• Conduct in-depth reviews of SBIR/STTR proposals to identify potential risks related to foreign ownership, control, or influence (FOCI), technology transfer, cybersecurity vulnerabilities, and alignment with Navy Focus Areas of Interest (FOIs).
• Analyze company ownership structures, research collaborations, technology applications, and supply chains to assess potential national security implications.
• Utilize publicly available information, commercial databases, and government resources to conduct research on companies and individuals associated with proposals for potential ties to Foreign Countries of Concern.
• Evaluate the level of foreign influence on a company’s operations, intellectual property, and decision-making processes.
• Assess the potential for unauthorized technology transfer through foreign collaborations, data sharing, or offshoring of research and development activities.
• Prepare concise and well-structured reports summarizing due diligence findings, risk assessments, and mitigation recommendations for DoN stakeholders.
• Communicate complex technical and security-related information clearly and effectively to both technical and non-technical audiences.

Qualifications

Required Qualifications:

• Bachelor’s Degree in a relevant field such as Political Science, International Relations, Security or equivalent with nine (9) years or more of professional experience.
• Masters and seven (7) years or more of experience.
• Military experience in intelligence or analysis may be substituted in lieu of degree.

Required Clearance:

• Top Secret clearance required to start; Ability to obtain a TS/SCI required to maintain employment.
• US citizenship required.

Required Qualifications:

• Minimum of 4 plus years conducting due diligence, risk assessments, security-related research, ideally within government defense, or intelligence sectors.
• Proven ability to gather, analyze, and synthesize complex information from various sources, drawing insightful conclusions and making sound judgments.
• Understanding of national security issues, including foreign ownership, control, or influence (FOCI), technology transfer, and export control regulations (ITAR/EAR).
• Excellent written and oral communication skills, with the ability to clearly and concisely present complex information to both technical and non-technical audiences.

Desired Qualifications:

• Ability to present complex findings concisely, both in writing and verbally, to diverse audiences.
• Demonstrated skill in using open-source intelligence techniques for research and analysis.
• Understanding of cyber threats, vulnerabilities, and risk mitigation strategies relevant to technology development.
• Familiarity with the SBIR/STTR program and its processes is highly desirable.
• Experience with tools for patent searching, scientific literature analysis, or company research (e.g., Craft, Pitchbook, Dimensions).
