The Senior Specialist, Emergency Management will lead the
strategic planning and relationship development in support of
International Medical Corps’ emergency preparedness and response
programming for the United States and Territories Country Program.
This position will engage with local, state, and national emergency
response agencies and organizations to develop operational
partnerships that increase International Medical Corps’ emergency
response presence and capacity and drive additional resources to
support response efforts. In collaboration with the Country Senior
Leadership Team, the Senior Specialist will design, articulate, and
implement a comprehensive partnership development and stewardship
strategy in support of domestic preparedness and response efforts
that may include key government, private sector, academic, medical,
organizational, and other response partners.

MAIN TASKS AND RESPONSIBILITIES
• Lead, in collaboration with the Country
Senior Leadership Team, Emergency Response Unit and relevant HQ
departments, the design and implementation of a comprehensive
partnership development strategy aimed at supporting the
organization’s domestic emergency response and preparedness
activities, building upon the strengths of existing partnerships,
and aggressively pursuing new opportunities that support emergency
response operations and resource mobilization.
• Lead, in collaboration with the Country Senior
Leadership Team, the mobilization of resources from local, state,
and federal government, academic, organizational, and operational
partners to support emergency response and recovery
efforts.
• Manage and steward a portfolio of partners to
drive domestic emergency response efforts, ensuring ongoing and
excellent communication and partnership development, including
collaborating across teams to ensure due diligence; determining and
developing the appropriate partnership instrument and draft
agreements; and ensuring compliance with all International Medical
Corps policies and procedures governing partnership
development.
• Recommend and effectively utilize the Country
Senior Leadership Team, regional platform leadership, and other key
senior/executive leadership team members’ time and talents to raise
the profile of International Medical Corps within the domestic
Emergency Management community.
• Manage tracking, information sharing, and
coordination of preparedness efforts in advance of anticipated
emergency events and evolving potential crises across the United
States and Territories to inform organizational decision making,
partnership engagement, and potential response activities.
• When needed, deploy and serve as Response
Management Team and/or Emergency Response Team. Lead in support of
domestic Emergency Response efforts.
• Collaborate closely with the United States and
Territories Country Team members to ensure the smooth transition of
emergency response efforts to longer-term recovery programming,
helping to ensure that programmatic and donor deliverables are
achieved with the highest of standards.
• As needed, represent International Medical
Corps in thought leadership, donor mapping and relationship
development, media, and other public venues.
• Work in close coordination with the Country
Team’s Operations staff and the Emergency Response Unit to ensure
prepositioning of medical and non-medical supplies for
International Medical Corps and its partners align with response
strategies and plans.
• Lead the management of existing Mission Ready
Packages and the development of new Mission Ready Packages in
collaboration with the Country Senior Leadership Team and the
Emergency Response Unit.
• When needed, act as a Subject Matter Expert for
Emergency Management training and capacity strengthening efforts,
both internally with International Medical Corps staff and
externally with strategic community partners and
sub-recipients.

Job Requirements
MINIMUM QUALIFICATIONS
• Typically, a bachelor’s degree in emergency
management, public health, or relevant field. An equivalent
combination of relevant education and experience may be substituted
as appropriate. Relevant master’s degree preferred.
• Typically, 10+ years of relevant and
progressive experience in emergency response management, with
demonstrated experience in domestic emergency response, including
leading response teams.
• Experience working in the public health sector
required; experience with the management of medical service
delivery strongly preferred.
• Demonstrated successful experience working with
partners.
• Significant knowledge of U.S. Emergency
Response architecture, major donor rules and regulations (in
particular, U.S. Government, especially FEMA and ASPR).
• Goal orientated with strong internal direction
and motivation.
• Strong management skills, both strategic and
operational, and a demonstrated ability to manage and motivate
cross- departmental and/or cross-functional teams.
• Demonstrated ability to work effectively with
senior leadership and donors, providing strong support and
inspiring them to productive action.
• Thoughtful and creative problem-solving
skills.
• Excellent writing skills, as well as strong
presentation, marketing and communication skills, with the ability
to deal with sensitive health and human rights issues, directly and
passionately, to translate International Medical Corps’ mission and
programs into operational and other partnerships.
• Ability to work collaboratively in a
fast-paced, diverse, and demanding environment with constantly
changing priorities due to newly emerging opportunities.
• Willingness to travel (up to 50%) and ability
to deploy to emergencies with 24-hour notice.
• Demonstrated commitment to humanitarian
principles.
• Fluency in written and spoken English and
Spanish required.
SALARY RANGE: Mid $80,000 to Mid $100,000
per year
For positions filled in the United States, the typical salary
range for this role is as state above. Ranges are based on various
factors including the labor market, job type, job level, internal
equity and budget. Exact salary offers will be determined by
factors such as the candidate’s skills, qualifications, experience
and geographic location.
