Senior Specialist – Program Management

Position description

The senior specialist will provide senior level project management to V37’s’s larger and more complex donor funded projects. This consists of understanding the economic model and theory of change for donor funded projects to ensure that V37 delivers on the milestones of the project. Responsibilities include leading all operational aspects of project start up and close out, as well as ongoing operational decision making during the life of the project.

This position can be based in Minnesota or Washington, DC and may require up to 20% international travel.

  • Provide senior level project management support to in-country managers on project implementation, working closely with HQ human resources, finance and accounting, contracts and compliance, IT and technical practice areas.
  • Actively contribute to regular calls to the overseas project field office to assess progress to date on program milestones and offer recommendations to adjust underperforming activities. Provide regular updates to the donor on the status of the project. Respond to donor requests for information.
  • Review actual project spending against budgets to monitor the financial spending on the project.
  • Track the project budget closely and work with the field team to develop and finalize the workplan, responsible for submitting the workplan to the donor and responding to any questions from the donor
  • Responsible for onboarding and training field project staff on HQ systems, tools and processes.
  • Deliver remote webinars to field staff.
  • Develop PowerPoint presentations when needed, that will assist field staff to learn or understand a process.
  • Actively contribute to New Business Development initiatives by writing operational management plans, serving as proposal coordinator, or assisting the technical leads in development written activity plans.
  • Contribute to the development of country engagement plans.
  • Monitor the progress of the subs to ensure that the subs and partners are delivering against their scopes of work, course correct when underperformance is noted.

Required Experience/Knowledge (to be able to perform this job):

  • 4-year university degree with at least 3 years of project implementation experience .
  • Excellent writing skills
  • Proven teamwork skills
  • Excellent written and verbal communication skills
  • Basic accounting and financial analysis skills
  • Strong Microsoft Office skills

Preferred Experience/Knowledge:

  • Prior experience with USAID, USDA or other donor international development programming and practices
  • Fluency in French is a plus
  • Master’s Degree preferred
