As the (Senior) Specialist you will work within a multi-disciplinary team and in close cooperation with the Lending Directorate and other services of the EIB on the overall appraisal of investment proposals in the relevant sectors of responsibility and in accordance with the EIB’s procedures, standards and requirements.
 
In particular, you will assess and monitor the long-term financial, economic, technical and environmental viability of capital and R&D investment projects located in the EU and globally in the EIB countries of operation.  You will also contribute to the preparation of projects, giving advice and mobilising technical assistance where required, and carry out in-depth industry, regulatory and economic analysis in support of EIB’s activities in the sector.
 
The areas of activity of the Digital Infrastructure Division extend across all the critical sectors related to digital infrastructure such as high-speed mobile and fixed broadband networks, data centres, semiconductors, space investment and quantum computing. Investment projects are implemented by companies ranging from start-ups to leading corporates, as well as public sector promoters and especially in countries outside the EU, the EIB is often involved in the projects in close collaboration with the European Commission.
Operating Network:

The successful candidate will report to the Head of the Digital Infrastructure Division and work in a team in close contact with the other professional staff Bank staff, notably Lending Operations.

The post is based in Luxembourg, but you will be required to travel frequently to project locations within and out of the EU (normally short trips of up to a week depending on the project location).

In order to ensure the smooth and timely delivery of outputs and responses demanded from the various internal and external counterparts, the post requires strong organizational, relationship and communication skills.

Accountabilities:

  • Assess the financial and economic viability of investment projects and programmes in the relevant sectors in EU Member States and in other countries worldwide where the Bank operates and evaluate the commercial viability and sustainability of the related business models covering also regulatory aspects.
  • Monitor project implementation, including final evaluation of project completion and further project follow-up when required.
  • Prepare sector, policy and methodology papers related to the relevant sectors in support of the Bank’s activities and assist in identifying investments representing new financing opportunities in the relevant sectors.
  • Act as specialist for illustrating the implications of digitalisation for the broader economy in terms of economic development, growth and sustainability.
  • Develop and maintain external cooperation in areas of expertise including with the corresponding units in the European Commission, other international bodies, specialised institutes and IFIs as well as active representation at selected sector events.
  • If need arises, support to other sectors within the division, department or directorate may be required, which involves an open mind-set and high degree of flexibility.
Qualifications:
  • University degree (minimum an equivalent to a Bachelor) preferably in a relevant field (e.g.in economics, business administration or in another business / industrial or other related field);
  • A minimum of 5 years professional experience including market research and/or investment appraisal, with a corporate, consultancy, research institute or financial institution, in at least one sector related to digital infrastructure;
  • Strong affinity to technology and proven understanding of the economic and financial aspects of new technologies at macro and micro level;
  • Knowledge of state-of-the-art financial analysis and modelling, including recent quantitative methods of risk analysis;
  • Professional experience in more than one segment and country would be an advantage;
  • Experience with project finance operations would be an advantage;
  • Good understanding of EIB’s mission, activities, operational processes as well as of markets relevant to the business of the EIB Group would be an advantage;
  • Excellent knowledge of English and/or French, with a good command of the other. Knowledge of other EU languages would be an advantage.
