Org. Setting and Reporting
This post is located in the Statistics Service of the United Nations Conference on Trade and Development (UNCTAD). The incumbent will report to the Director of the Service.
Responsibilities
Within delegated authority, the Senior Statistician will be responsible for the following duties: • As Deputy to the Director, plans and directs the work programme of the Service on statistical production, analysis and methodological work, providing both technical and managerial supervision of all activities. • Initiates, plans and directs preparation of publications, manuals and web sites, and ensures their high quality for release. • Reviews consistency and coordinates support to all statistical activities within UNCTAD and ensures the UNCTAD Quality Assurance Framework for Statistics is implemented across the organisation. • Plans and directs conceptual development and technical advisory dedicated to South-South cooperation and Illicit financial flows. • Plans and coordinates technical advisory activities and country engagement for national statistical capacity building through missions, consultations and training workshops. • Supervises and undertakes the development of improved and innovative statistical methods and quantitative models for analyses and projects. • Leads the preparation of progress reports and other technical documentation for presentation to relevant councils, commissions, technical meetings and expert groups. • Maintains close liaison, build partnerships and co-operation throughout the organization and with other relevant national and international institutions to ensure full co-ordination and to avoid duplication of efforts. • Represents the organization at international and regional meetings and inter-agency activities. • Advises senior management on trends and developments in the relevant field, and recommends appropriate courses of action. • Plans, organizes and manages staff; plans and discusses individual work programmes with staff; evaluates their performance and undertakes recruitment efforts as necessary. • Performs other related duties, as assigned.

Understanding of the technical and political complexities of SDG indicators and of composite indices, such as, inclusive growth and productive capacity. Education
An advanced university degree (Master’s degree or equivalent degree) in statistics, mathematics, economics, sociology or related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of ten years of progressively responsible experience level in the collection, compilation, analysis and dissemination of official statistical data or related area is required. Experience coordinating the work of statisticians and economists to prepare high quality statistical publications is desirable. Experience in managing large statistical capacity development programmes is desirable. Experience in using applications such as SAS, R or STATA is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For this position, fluency in English is required. Knowledge of French is desirable. Knowledge of the other UN official language is desirable.
Assessment
Evaluation of qualified candidates may include an assessment exercise which will be followed by a competency-based interview.
