Program Brief
Founded in 1933, the International Rescue Committee (IRC) is one of the world’s leading agencies working in post-conflict and development contexts, supporting communities in over 40 fragile, failed and developing states. In this capacity, we work to restore safety, dignity and hope to millions who are uprooted, struggling to endure and wishing to advance on a path of development.
The IRC has been present in Bangladesh since 2017 and obtained registration with the NGOAB in March 2018. Since the IRC obtained registration in March 2018, it has moved quickly to expand its integrated emergency health and protection response through both direct and partner-based programming focused on primary healthcare, women’s protection and empowerment, sexual and reproductive health, gender-based violence and child protection. Recently IRC has also introduced two new programs: Protection Rule of Law (PROL) and Education. Through 2018, the IRC’s response strategy will primarily target Rohingya refugees in Cox’s Bazar, while meeting the significant needs in both refugee and host populations, as already existing vulnerabilities are compounded with cyclical monsoon and cyclone seasons that impose additional threats to the lives and protection of those refugees as well as vulnerable host populations. IRC will grow over time its geographic coverage within Cox’s Bazar and to other parts of the country, thus expand its’ networks and partnerships around emergency preparedness and response work, reach beyond the Rohingya refugees, also targeting the vulnerable host groups in Cox’s Bazar and other parts of Bangladesh.
Purpose of the Role
IRC-Bangladesh, Cox’s Bazar Office is looking for dynamic, hardworking and experience candidates to be part of supply chain team where Sr. Procurement Officer will be responsible for MPA/MSA process, High value procurement of program goods, services and works and supporting the procurement function of the IRC program. The position assists in effectively meeting targets set by the procurement team and his/her line manager. Actively contribute to improvement the procurement team performance and meeting the goal set in the Operations Scorecard.
Highlights of Key Responsibilities
- Prepare contract tracking for all high value tender, MPA/MSA
agreement and contract and share the tracker with supervisor regular basis. - Initiate process of contract renewal, amendments for all high value
tender, MPA/MSA agreement and contracts following IRC SOP. - Prepare RFP documents for any tender and MPA/MSA process and do
communication with respective procurement committee to finalize the RFP. - Prepare pre-bid meeting and supplier question response as when required.
- Do market assessment with the support and guidance from Supply
Chain Coordinator (SCC) and prepare the report and recommendation for any
further actions. - Ensure the RFP process is done following SOP and competitive BID
analysis is prepared and all necessary approval and documentation is done
accordingly. - Participate actively in the BID evaluation process and complete the
necessary Due diligence process is done with supervision of SSCC. - Coordinate with IRC regional office and QA for any required query
relevant with tender and MPA/MSA documentation. - Ensure the archiving of such tender and MPA/MSA is done both hard
copies and electronically in IRC Box folder. - Ensure the IRC supplier database is up to date and all supplier
profile, legal documents and ATC is updated in box folder. - Support IRC field office (Ukhiya/Teknaf) for any specific
procurement process as instructed by SCC/SCM. - Maintain a good relationship with different suppliers and keep
record of supplier performance feedbacks, references. - Closely work with IRC Integra MDM team and keep the supplier data
and contract details up to date for data inputs. - Conduct duties in accordance with IRC Bangladesh program Standard
Operating Procedures (SOPs). - Conduct duties in accordance with the IRC Supply Chain Code of
Conduct. - Perform any duties
and assignments delegated by line manager.

Deliverables/KPI
- Manage procurements following IRC policy.
- Accurate and standard file archiving.
- For each supply/service work, develop supplier database updated regularly.
- Participation in weekly operations meetings.
- All establishment facilities and agreement and payment trackers are updated.
- All Minimum Operating Procedures from IRC Supply chain procedures are adhered to.
Minimum Qualifications:
Experience (Including Sector/Industry)
- Experience working with Non-Governmental Organizations or UN agencies.
- Minimum 3 years of experience in Supply Chain/Logistics where minimum 1 year in high value tender and Framework Agreement establishment process.
Knowledge, Skills & Competencies
- Understanding of local context: Understanding of the local market, local legislation related to contracts, suppliers, contractors and customs clearance, business registration requirements and tax regulations, legal aspects of contracting and contract management.
- Digital Literacy: Very good skills MS Word, Excel, Outlook, and PowerPoint.
- Teamwork: Solicit ideas and opinions to help form specific decisions or plans; Effective procurement and contract management skills.
- Effective Communication: Communicate effectively in written and verbal communication both in Bangla and English.
- Negotiation Skill: Able to assist in building logics and viewpoints in complex situations and deal with counterparts.
- Time Management: Able to handle all the projects currently working on as well as the ones that might be undertaking in near future.
Specific Educational Qualification
- Minimum bachelor’s degree in supply chain/Logistics, Management, or any related field.
Professional degree / Certification
- Certification in procurement/office administration/or any other relevant professional degree/course would be an added advantage.
