*By default, the successful candidate will be offered a contract in the MSF office of their country of residence at the time of application.
I. MSF INTERNATIONAL
Médecins Sans Frontières (MSF) is an international, independent, medical humanitarian organisation that delivers emergency aid to people affected by armed conflict, epidemics, healthcare exclusion and natural disasters. MSF offers assistance to people based only on need and irrespective of origins, religion, gender or political affiliation.
MSF International is the legal entity that binds MSF’s 23 sections, 25 associations and other offices together providing political oversight, coordination, information and support to the MSF Movement, and implement international projects and initiatives as requested.
MSF International also provides administrative support to the MSF Access Campaign.
II. POSITION BACKGROUND
MSF’s Supply Chain consists of 5 Operational Centres (OCs), 3 European Supply Centres (ESCs) and an increasing regional presence. The governance body for supply chain in MSF is constituted by the Executive Supply Chain Committee (ESCC) and the Supply Chain Tactical Committee (SCTC), both with representants from the different entities.
In the supply chain domain several inter-OC, inter-ESC and regional projects are taking place, and also at individual OC/ESC/regional level improvement initiatives are on-going. Recently a movement-wide strategy has been agreed by all OCs and ESCs, which MSF aims to implement in the coming years. This strategy revolves around sourcing of medical products, distribution structure, mutualization of supply chain activities, and demand / stock management for medical products at field level.
MSF´s international office (IO) facilitates collaboration between different organizational entities in MSF. For supply chain, the IO team consists of an International Supply Chain Coordinator, a Senior Supply Chain Program Manager, and 2 Business/Data Analysists.
The International Office team is geographically distributed and the Senior Supply Chain Program Manager can be located in any MSF office as long as it doesn’t affect the ability to do the job. During the selection process the candidates can propose a location, which will then be discussed.
III. PLACE IN THE ORGANISATION
The Senior Supply Chain Program Manager:
- Reports hierarchically to the International Supply Chain Coordinator and acts as his/her deputy
- Works closely with all supply chain related platforms (e.g. ESCC, SCTC) and entities (OCs, ESCs, regional activities)
- Interacts with other stakeholders within the MSF movement (Operations, Medical, Pharmacy, Quality Assurance, Logistics, IT, Finance and other)
IV. OBJECTIVES & MAIN RESPONSIBILITIES OF THE POSITION
1. Oversight and coordination of (part of) the strategic roadmap for supply chain at movement level. This includes monitoring of business cases, progress, risks, bottlenecks, conflicting priorities as well as stakeholder management across different departments and entities
2. Facilitation of supply chain related platforms. Platforms include ESCC, SCTC, BREQ (functional platform for supply chain & finance ERP system), involving Directors, Heads and Coordinators of supply chain across the movement. This in collaboration with the International Supply Chain Coordinator.
3. Facilitation of projects. Projects focus on supply chain improvement at movement level, and facilitation implies analysis, project- and stakeholder management.
4. Direct support to operations / emergencies where international coordination is pertinent. For example in situations where we need to deal with critical inter-OC emergency response or where we encounter acute global scarcity of products
5. Engagement at movement level with supply chain professionals in our fields, HQs and supply centers as well as other stakeholders. This includes support to OC supply / ESC related events / meetings and platform meetings of other departments (Med, Ops etc)
6. Support towards individual departments or entities. Related to challenges they face, on request.
V. JOB REQUIREMENT:
Education:
- Bachelor/masters level in Supply Chain Management or other relevant field (e.g. Pharmacy, Engineering or Business)
Experience:
- 6+ years of relevant experience in management of supply chain related projects/programs in complex organizational contexts, including planning, risk management, cost control and change management.
- Work experience within MSF and/or equivalent experience in a humanitarian organisation is an important asset.
Knowledge and Skills:
- Ample understanding of stakeholder management and governance in complex organizations
- Strong interpersonal, organizational and project management skills
- Excellent communication and negotiation skills
- Well experienced in building and managing relationships within a complex stakeholder network
- Diplomacy and resilience, capacity to persuade
- Ability to work in a cross-cultural and cross-functional environment
- Understanding of international complex supply chain management
- Demonstrated excellent problem-solving abilities
- Drive for improvement and innovation
- Experienced in changed management
- Ability to work effectively under pressure, displaying sound initiative and judgment
- Certification or knowledge of project management methodologies and tools is a plus
