About the Position

Global Solutions Ventures (GSV) – a joint-venture partnership between ZemiTek, LLC and Dexis Consulting Group – is implementing the Long-term Exceptional technical Assistance Project (LEAP Global), a mechanism used by USAID to battle against infectious diseases such as malaria, HIV/AIDS, tuberculosis, neglected tropical diseases, and pandemic influenza. This initiative aims to address the complex human resource challenges faced by national infectious disease programs in USAID-supported countries.

The intervention of this project is to hire and embed technical expert advisors and subject matter experts within government entities. By directly embedding the technical expertise within the national programs, LEAP will provide long-term, sustainable mentoring and capacity building for program staff, empower host governments to lead and manage key aspects of their infectious disease portfolios, and improve coordination between USAID and the host government.

Responsibilities

Strengthened capacity of the Center for Public Health (CPH) Monitoring and Evaluation (M&E) Unit to effectively support implementation of the National TB Strategic Plans (NSPs) resulting in evidence-based programming:

  • Provide technical support to the CPH M&E Unit to strengthen CPH and regional Departments of Health M&E Units personnel capacity in TB reporting, including data collection, reporting, data management, data analysis and use, and dissemination and reports.
  • Participate in TB program evaluations conducted by CPH.
  • Participate in the review process of the National TB strategic plan M&E component.
  • Provide guidance on the formulation of key performance indicators and targets for the National TB Program (NTP) in line with the UN High Level Meeting
  • Support the CPH M&E Unit with writing TB M&E technical documents and evaluation tools such as theories of change, logical frameworks, indicators and corresponding indicator reference sheets, reporting templates and systems, and analysis of work plans, protocols, and reports.
  • Provide support with updating the format and structure of the Annual Analytical and Statistical digest “TB in Ukraine.”
  • Provide technical support to the CPH M&E Unit to design and implement TB-related studies, surveys and evaluations if needed.

Improved program performance as a result of efficient and effective monitoring and evaluation using evidence-based best practices: 

  • Advise the program on ways of improving performance using information obtained from the monitoring and evaluation activities.
  • Monitor and evaluate progress towards achievement of national targets on TB, country operation plans, and expected outputs.
  • Support the CPH in resolving problems at Regional (Oblast) and District (Rayon) level that hinder the effective and efficient implementation of the TB M&E activities.

Improve the provision of appropriate technical support in the successful implementation and scale up of M/XDR-TB activities:

  • Support the NTP to improve TB and MDR-TB case finding by identifying bottle necks through data analysis.

Improved coordination of monitoring and evaluation activities resulting in streamlined reporting and TB data analysis:

  • Organize regular consultations/meetings with M&E experts, USAID supported activity Strengthening TB Control Efforts in Ukraine, National TB Institute and other stakeholders in TB response in Ukraine.
  • Provide relevant information to the Department of TB Program Coordination from the different implementing partners monitoring and evaluation activities.
  • Coordinate monitoring and evaluation activities carried out by other units such as HIV, Viral Hepatitis, and community component that have crossing TB co-infection component.
  • Contribute to the preparation of quarterly progress reports, annual project report, inception report, and ad-hoc technical reports for the MoH, Global Fund and USAID in accordance with the required formats.
  • Participate in M&E technical working groups facilitated by CPH and/or Ministry of Health.
  • Submit progress reports monthly as well as updates if specific requests/information is required to the USAID Mission.
  • Participate in regular bi-weekly calls with USAID/Ukraine TB team.
  • Twice annually, submit a monitoring and evaluation report to USAID/Ukraine TB team.
  • Travel as necessary to conduct assessments on regional programs interfacing with local and international partners.

 

Qualifications 

  • Master’s degree, MD and/or PhD in management statistics, health science or public health  
  • More than 7 years of relevant technical experience with MD and/or PhD, master’s degree in management, statistics, health sciences or public health.
  • At least five years of Monitoring and Evaluation and Research experience
  • Clear understanding of Global Fund and USAID reporting processes for TB programs.
  • Technical expertise in the principles of TB program M&E, impact assessment techniques, and data management and analysis.
  • Understanding of ethics related to data management, monitoring and evaluation.
  • Strong familiarity with developments and trends in TB response in Ukraine and globally.
  • Understanding of various international TB surveillance systems and policies requirements.
  • Knowledge of Ukraine’s national and international legislations and policies relating to TB.
  • Demonstrated ability to collaborate with other stakeholders in developing creative and strategic solutions to achieve common goals.
  • Ability to be flexible and adapt to changing priorities and shifting deadlines.
  • Demonstrated strong organizational, administrative, communications and reporting skills.
  • Strong teamwork and team-building skills.
  • Strong English skills required, including ability to write lucid technical reports and documents.
  • Excellent computer skills, including knowledge of Windows, Microsoft Word, Excel and PowerPoint.
  • They should possess effective diplomacy, time management, and oral and written communication skills.
  • Proficiency in Ukrainian and English.
