POSITION SUMMARY:

Project HOPE Haiti seeks a Senior Technical Advisor to provide technical leadership and oversight for the AGYW/DREAMS component of an upcoming USAID Sustaining Impact for Youth activity (SIYA) project in Haiti. The purpose of the SIYA program is to support children, adolescents, youth, and families in the epidemic to improve HIV and health outcomes and reduce new HIV infections among adolescent girls and young women (AGYW). The Senior Technical Advisor will be responsible for including training and supportive supervision and mentorship for DREAMS and OVC programs.

S/he will work closely with other implementing partners particularly the activities around DREAMS and institutionalizing in-service trainings for social workers, establishing a system for protection, helping to refine and implement national SOPs, and strengthening the system for CQI/mentoring/supervision implement. Working in closer link with other relevant staff of SIYA, government counterparts, community-based organizations, and other key stakeholders, s/he will oversee case finding for children and adolescents with perinatal HIV exposure, adolescents (10–19 years of age) and youth (15–24 years of age) with sexual HIV exposure, adherence and retention of HIV treatment to support to C/ALHIV and support for viral load monitoring. S/he will coordinate the AGYW/DREAMS referral services and ensure continuum of care from the community to the health facilities and vice versa.

S/he will support USAID and PEPFAR localization and national capacity building goals in Haiti. This includes capacity assessments, human resources for HIV and task sharing, and strengthening the continuous quality improvement on service delivery with fidelity and monitoring of utilization of guidelines, SOPs, and tools. S/he will provide support to Ministry of Health and Population entities, to plan, develop policies, guidelines, SOPs, training materials, to better coordinate and manage the HIV program and the delivery of HIV services. The HealthQual principles will be adapted and implemented to differentiate service delivery models, particularly community-based approaches, to ensure quality standards in client-centered approaches.

Furthermore, the Senior Technical Advisor will support Government institutions to manage OVC/DREAMS programming. S/he will strengthen the technical working groups (TWGs) for child protection and AGYW and support the development of national strategies and frameworks. This will involve collaboration with key stakeholders including the Ministry of Gender to build on USAID Haiti mission’s work on Transforming Masculinity, community norms change (CNC) approach preventing and responding to school- related GBV (SRGBV).

PRINCIPAL RESPONSIBILITIES:

Technical Leadership and Oversight

  • Provide technical leadership and strategic direction for the AGYW/DREAMS component of SIYA, ensuring the integration, quality and sustainability of interventions to ensure (a) Children and adolescents living with HIV and HIV-exposed infants are identified and receive comprehensive support to be retained on ART and virally suppressed and (b) Children aged 10-14 have knowledge and skills about preventing HIV and sexual violence
  • Provide technical leadership to support USAID and PEPFAR Localization and national capacity building goals for local partners and government institutions to implement OVC and DREAMS programming
  • Provide day-to-day technical oversight around DREAMS and institutionalizing in-service trainings for social workers, establishing a system for protection, helping to refine and implement national SOPs, and strengthening the system for CQI/mentoring/supervision implement.
  • Establish and implement a system to ensure technical quality and fidelity across departments and communities.
  • Provide technical assistance to ensure SIYA’s activities adhere to PEPFAR/USAID and GOH minimum program requirements and best practices.
  • Provide technical leadership to enhance local capacity for implementation of evidence based AGYW/DREAMS interventions.

Development and Implementation of Technical Approaches

  • Provide technical leadership to the development of the AGYW/DREAMS component of SIYA’s strategic plan, work plan, and project monitoring, in close collaboration with GOM, PEPFAR/USAID and other stakeholders.
  • Work closely with the Chief of Party on setting SIYA’s priorities and directions and responding to requests for support from local counterparts.
  • Identify appropriate facility- and community-based strategies and lead the formulation of innovative approaches to deliver AGYW/DREAMS services.
  • Oversee efforts to provide mentoring and capacity building at the individual and department level.

Monitoring, Evaluation and Learning

  • Work with M&E staff to design, implement a plan to track data/results related to AGYW/DREAMS component of SIYA to inform adjustments implementation.
  • Document successes, lessons learned and challenges in implementation as well as reports of SIYA activities and results to the project and donor, including routine quarterly and annual reports and other reporting requirements as requested.
  • Author/co-author abstracts, presentations, and articles for journals and conferences

Stakeholder Engagement and Collaboration

  • Foster and maintain excellent relationships with PEPFAR/USAID, GOH counterparts and other stakeholders as a representative of the project and develop rapid responses to requests.
  • Collaborate with all local stakeholders and implementing partners, especially the Ministry of Health and Population (MoHP) and other implementing partners, to ensure that all activities conform to requirements and regulations.
  • Facilitate the project team’s relationship with designated counterparts at PEPFAR/USAID, the MSPP at both national and districts levels, private sector partners and other key stakeholders in Haiti such as NGOs and CSOs, to ensure effective technical assistance.
  • Actively participate in relevant technical advisory/working groups and professional forums

Management

  • Supervise technical staff and build, mentor, and manage a team of highly qualified staff to ensure rapid and sustainable results.
  • Manage technical contributions of subgrantees, including defining scopes of work.

MINIMUM QUALIFICATIONS:

  • Master’s degree in public health, medicine, social sciences, community development, or a related degree.
  • Minimum 7 years’ experience which included both implementation and technical assistance around PEPFAR, HIV, or AGYW focused programs
  • Proficiency in implementing quality improvement activities at facility and community levels.
  • Skilled in building capacity of individuals and organizations
  • In-depth understanding of Haiti’s healthcare system, particularly the public health system
  • Proven track record managing a project team composed of several technical experts and fostering teamwork.
  • Familiarity with USAID’s administrative, management and reporting procedures and systems
  • Excellent diplomacy skills and a proven ability to establish and maintain interpersonal and professional relationships with USAID, host-country counterparts and representatives from other key stakeholders such as NGOs, CSOs, and the private sector.
  • Expertise in research to practice—identifying and adapting best practices to specific project contexts.
  • Excellent verbal, written interpersonal and presentation skills in English.
  • Proficiency in Microsoft Office applications, including TEAMS and PowerBi
  • Ability to travel nationally 30-50%
