Overview

Jhpiego partners with country governments to offer person-centered HIV programs in 22 countries and has served as a global leader in translating emerging biomedical HIV prevention science into implementation at scale.

 

Jhpiego seeks a Senior Technical Advisor to work on the Maximizing Options for Advance Informed Choice for HIV Prevention (MOSAIC) Project. S/he will serve as the Technical Director for MOSAIC activities in Lesotho across all result areas including stakeholder and MOH engagement, research and research utilization, support MOH policy and guideline development, knowledge management, and overall technical direction. Additionally, this position will provide technical leadership to MOSAIC’s regional Quality Improvement efforts across multiple CATALYST study countries, and working closely with global and regional MOSAIC/CATALYST leadership and contributors.

 

The Senior Technical Advisor will represent Jhpiego externally and establish strong working relationships with internal and external stakeholders to advance organizational objectives.  They will foster new relationships internally and support the development of new external partnerships to achieve objectives. The Senior Technical Advisor will build capacity, support knowledge sharing, and business development and will support the development and implementation of work-plan activities and contribute to program learning.

Responsibilities

Technical Direction

  • Lead MOSAIC-Lesotho’s technical activities, providing overall technical direction and leadership to the design, implementation, reporting, and oversight of technical activities and staff
  • Lead the technical design of workplan activities, reporting, and review program data and results to inform decision-making and technical strategies
  • In collaboration with the MOSAIC global team, contribute to development of standards for technical interventions and routinely utilize program data to identify program and country quality issues and trends and recommends strategies to resolve them
  • Drawing on experience and technical knowledge, designs or adapts technical approaches based on team capacities, analysis of program data, stakeholder needs and changes in context or environment.
  • Lead discussions with MOSAIC stakeholders including the donor, partners, and government stakeholders to ensure programming and technical approach is responsive to needs and priorities.
  • Leads implementation of activities, contributes to the development of products and materials, and supports the integration and implementation of key technical interventions and activities into country programs (including MOSAIC-Lesotho, and targeted technical assistance to other country programs in the region).
  • Provides support to the realization of Research Utilization, Knowledge Management, and external communication priorities including supporting the development of success stories, blogs, and other program and technical related materials
  • Contributes to the development of peer-reviewed publications for MOSAIC and other relevant research and programs
  • Other tasks as assigned

Quality Improvement (regional)

  • Provide regional technical leadership for MOSAIC/CATALYST Quality Improvement efforts across multiple study countries in the Africa Region
  • Build and maintain collaborative relationships with staff at CATALYST study sites (health facilities) who are responsible for quality improvement activities related to the research. Such staff may include clinicians and other study staff hired specifically to serve as technical advisors and coaches for quality improvement activities in CATALYST.
  • Coordination of quality improvement activities at CATALYST study sites in participating countries i.e., Kenya, Lesotho, South Africa, Uganda and Zimbabwe, including:
  • Leading regular meetings within countries and in the region during which study sites (health facilities) share results of and lessons from their quality improvement activities.
  • Tracking and reporting on progress of CATALYST sites’ QI activities as detailed in their workplans e.g., conduct of Plan-Do-Study-Act (PDSA) cycles, and Evidence-Based Co-Design (EBCD) sessions.
  • Working with quality improvement staff at study sites and country level, collate quality improvement data including run charts and coaching reports and availing these data to the CATALYST study team as requested and taking part in the analysis of QI data.
  • Facilitate dissemination of lessons learned in the QI collaborative across Jhpiego, collaborating partners within MOSAIC project and in the larger HIV scientific community by taking up a role in the development of QI briefs and scientific abstracts.
  • Mentor and support country-based staff in implementation of the CATALYST study and perform other study related duties to ensure CATALYST deliverables are met on time and within budget

 

Capacity Building

  • Leads capacity building activities for technical staff and partners, including MOH and other stakeholders in Lesotho
  • Mentor and support country-based staff within Jhpiego offices and among Consortium partners and PEPFAR implementing partners engaged in the CATALYST study

 

Required Qualifications

  • Medical degree required. Additional training in public health, behavioral science, health administration, public administration, or related degree strongly preferred.
  • At least ten years’ experience working in HIV programs, with at least two years of experience with HIV pre-exposure prophylaxis (PrEP)
  • Experience leading QI activities in health service delivery, and providing technical leadership on QI initiatives for HIV prevention required
  • Experience in a leadership role for USAID-funded HIV prevention projects required
  • Experience providing technical assistance in HIV prevention and/or Quality Improvement programming in the Africa region
  • Strong organizational skills
  • Excellent written and oral communication skills in English
  • Team player willing to provide substantial on-site support, including management of complex teams across organizations
  • Ability to work effectively with people from different countries, cultures and contexts
  • Comprehensive understanding of current global health funding priorities and players
  • Excellent interpersonal and cross-cultural skills including the ability to communicate technical content verbally, in writing and through dynamic presentations.
  • Experience with full suite of Office 365
  • Ability to travel up to 50%
  • Ability to work flexibly across time zones
  • Commitment to serving all potential users of PrEP with dignity, respect and empathy
