OBJECTIVES OF THE PROGRAMME

The Office of the Director-General (DGO) provides global direction to the work of the Organization and the overall framework of WHO’s Constitution, so as to maximize the Organization-wide contribution to the work of Member States in achieving significant gains in public health. Situated within DGO, and in the context of the WHO transformation agenda, TIC leads, facilitates, supports and monitors processes for organizational change and continuous improvement. The secretariat of SDG3-GAP is also a part of TIC (Transformation Implementation and Change), and TIC may also undertake other special priority initiatives.

DESCRIPTION OF DUTIES

  • Provides technical guidance and coordination into establishing innovative and evidence-based initiatives and strategies for organizational change and continuous organizational improvement, across all three levels of the organization.
  • Develops and coordinates a new portfolio of organizational change policies and processes in WHO, in a consolidated and sustainable set-up.
  • Provides guidance and advice to the Senior Advisor, Organizational Change, on organizational change processes.
  • Ensures effective coordination, management, and accountability of the work of the Transformation change agenda in delivering its objectives through efficient management of staff and financial resources, through effective work plan coordination to optimize deliverables in line with the mandate of the Organization. 
  • Conducts and oversees the monitoring, evaluation and reporting of key performance indicators on organizational change initiatives within TICs area of work, in line with global reporting requirements and mechanisms to optimize deliverables.
  • Serves as a reference of technical guidance on organizational change among UN Agencies, and other multilateral organizations, and the global health peer community, and builds technical partnerships with these and other relevant stakeholders to position organizational change into respective policies.
  • Upon delegation, represents TIC in internal fora across all three levels of the organization, as well as other relevant external and global fora and capacity building activities.
  • Performs all other related duties as assigned.                                                 

Specific duties: 

  • Leads, coordinates and executes related special projects and initiatives, as requested by senior management.

REQUIRED QUALIFICATIONS

Education

Essential:

  • An advanced level university degree (master or equivalent) in business administration, management, political or social sciences, public health or another field relevant to the functions of the position.

Desirable:

  • A PhD in one of the above-mentioned fields.

Experience

Essential:

  • A minimum of 10 years of professional experience, with increasing levels of seniority, in the management of organizational change processes and related over-arching programmatic activities across complex organizations. 
  • Demonstrated experience managing human and financial resources.
  • Demonstrated experience at the international level.

Desirable:

  • First-hand working experience at the country-level.
  • Experience working in a United Nations or multilateral agency.

Skills

  • Strong technical expertise and knowledge in organizational change processes.
  • Political, managerial, and programmatic vision and the ability to see and manage topics and issues in a larger context.
  • Proven leadership skills in coordinating and establishing innovative and evidence-based initiatives and strategies for organizational change and continuous organizational improvement.
  • Proven portfolio management skills in leading projects in a result focused way of working.
  • Strong skills in the area of developing and establishing policies and strategies. 
  • Excellent skills and ability in managing diverse professional and financial resources. 
  • Strong understanding and skills in mobilizing resources. 
  • Ability to engage, build consensus and communicate effectively and diplomatically with member states as well as internal and external partners and stakeholders. 
  • Strong sense of impartiality, objectivity and confidentiality.
  • Mature judgment and initiative, energy and tact.

Use of Language Skills

Essential:

  • Expert knowledge of English.

Desirable:

  • Intermediate knowledge of French
