Line Manager: Technical Team Lead/Country Manager

The Senior Technical Officer—Inclusive Education (equivalent to the Technical Specialist position of HI-BGD) contributes to the implementation of HI mandate and ten-year strategy (expressed in StratOp) in his/her home country. The Senior Technical Officer—Inclusive Education guarantees and contributes to the StraTech implementation at the program level. He/she contributes to the implementation of projects by providing advice and delivering complex, specific, and rare technical expertise and training to our teams, partners, ministries, or clients in the case of technical assistance. He/she ensures high-level standard quality and impact of the project(s) and program(s) concerned in his/her perimeter of intervention.

The Senior Technical Officer—Inclusive Education performs concrete project activities and delivers direct training and advice, in close collaboration with the Field Specialist, who is involved on his/her side in the development of their sector, proposal writing, and general technical guidance. The Senior Technical Officer—Inclusive Education can report either to the Technical Team Lead/Country Manager if he/she supports several project(s) and/or program(s).

[NB: This position is not intended to be systematized and should only be deployed in certain contexts such as:

– Multi-sector projects or standalone projects with Project Managers with junior experience or without rare technical skills;

– When the program requires a complex, specific, and rare expertise to train our teams, partners, ministries, or clients for technical assistance.

Responsibilities:

Mission 1: Providing specialized expertise in the form of policy guidance and technical support to projects, partners, and/or programs following the technical frameworks and general standards of Inclusive Education

  • Provide technical guidance and support to project leaders, partners, and/or specialists.
  • Performs technical activities or ensures that project(s) activities are implemented following internal quality and technical standards and suggests improvements as necessary.
  • Ensure adequate support partners to manage activities under the IE sector
  • Adapt the project’s technical documentation as required, following global technical standards.
  • Coordinate and collaborate with the project’s technical partners, as delegated by the specialist or project manager.
  • Ensure adequate support for multi-sector responses within projects, in line with the other specialists.
  • Contribute to regional strategies and related documents in alignment with global strategy.
  • Propose research and study topics, research if necessary, and supervise data collection.
  • Ensure the development of key opportunities or new projects within the country’s inclusive education sector. Contribute to the writing of new proposals and provide necessary support, i.e., conducting context analysis and identifying and developing local partnerships or consortiums.
  • Produce policy guidance for the countries to participate in the design
  • Contribute to the Technical Divisions’ professional channel facilitation within the program

Mission 2: Providing project-based technical learning with a global impact

  • Ensure regional technical specialists get the information they need and collaborate with technical divisions as needed.
  • Coordinate with regional specialists or headquarters (if required) to ensure adequate capitalization to improve sectoral methods globally and collect scientific evidence; initiate or test new innovative solutions to address the main challenges of the sector.
  • Take the lead in developing technical tools, including quality control measures in consultation with the regional specialist, as needed by the project, to ensure high-quality deliverables from the project team across consortium partners, including local organizations.
  • Contribute to technical learning under the responsibility of the specialist or project manager, based on best practices.
  • Anticipate and prepare for nexus adjustments in the IE sector.
  • Contribute to the terms of reference for evaluations.

Mission 3: Ensuring internal technical training in the Inclusive Education sector or on cross-cutting themes

  • Contribute to technical recruitments in cooperation with the field specialist.
  • Carry out the necessary technical training in his/her field.
  • Contribute to the skills upgrading plan for professionals in its sector and may be a third-party assessor.
  • Contribute to the development of a local talent pool within his/her sector (conducts technical interviews of candidates and makes recommendations, identifies training and coaching needs).
  • Assist in coordinating technical professional development and facilitating a community of practice in collaboration with the technical division.

Mission 4: Contributing to ensure the external technical influence of HI on his/her perimeter, in close collaboration with the technical program team

  • Contribute to the outreach of HI expertise: can represent HI technical expertise by delegation in relevant local, regional, and international networks and with local partners.
  • Ensure coordination and collaboration with the project’s technical partners in cooperation with the field specialist.
  • Relay and contribute to advocacy messages within its scope of work.
  • Support writing for new project content for the continuity or expansion of the project within its technical scope.
  • Contribute to advocacy on specific themes in line with global advocacy priorities.
  • Contribute to communication messages locally in line with the global and regional communication priorities.

Mission 5: Emergency Preparedness and Response Responsibilities

  • Contribute to the support or implementation of emergency preparedness actions of the program(s) and, during an emergency, adapt his/her work modality to contribute to an effective HI humanitarian response.

Educational Requirements:

Experience: At least 05 years of technical experience in providing senior-level technical support in relevant thematic areas, preferably in development and humanitarian contexts.

Skills:

  • Experience working with students with disabilities.
  • Experience working closely in partnership with ministry counterparts, international development agencies, non-governmental organizations, and other collaborators/stakeholders.
  • Experience with developing and implementing tools for screening students for visual and auditory disabilities, preferably in the country.
  • Knowledge of the early grade reading assessment and experience adapting assessments for use with students with visual or auditory disabilities.
  • Demonstrated problem-solving, communication, and advocacy skills; and good interpersonal, communication, coordination, and networking skills.
  • Flexibility and ability to handle multiple tasks simultaneously.
  • Strong oral and written communication skills in English & Bengali.
  • Ability to develop tools, including quality control tools, to ensure quality deliverables from a team across consortium partners, including with local organizations.
