SSATP operates in five-year cycles and responding to the emerging transport policy issues pertaining to each period.   SSATP is currently in the process of implementing its Fourth Development Plan (DP4, 2021-2026), The development objective of the DP4 is to prepare knowledge products and undertake capacity building activities to facilitate the decarbonization of the transport sector in Africa by focusing on three priority thematic areas: (i) Regional Connectivity and Economic Integration (RCEI), (ii) Sustainable Urban Mobility and Accessibility (SUMA), and (ii) Road Safety (RS). A fourth thematic area, Resilient Road Asset Management (RRAM), could also be included in DP4 subject to the availability of funding.
Job Duties and Responsibilities:
  • Lead the implementation of the SSATP-Road Safety (RS) Pillar activities as defined in the SSATP fourth Development Plan (DP4).
  • RS Pillar Leader will focus on: (1) advocating for efficient road safety policies, strategies, lead institutions and good practices in line with the Africa RS Charter and safe system approach
  • developing knowledge products, advocacies and capacity building aimed at making African roads safer, grounded on the activities supported under the DP3, such as supporting the establishment of the African Road Safety Observatory (ARSO) as a platform for networking, monitoring road safety performance and developing  capacity amongst road safety lead agencies in Africa;
  • strengthening road safety institutional arrangements and enhancing road safety management.
  • More specifically RS activities will include, but not limited to (a) strengthening road safety institutions at country and continental levels; (c) supporting to the operationalization of ARSO; and (e) scaling-up and refreshing the content of the Road Safety Leadership Program to build leadership capacity on the continent.
Specific duties and responsibilities shall include, but not limited to:  
  • Lead the implementation of the RS-DP4 priority activities, which will include translating the overall DP4 RS focus area strategy into work plans, preparing Terms of Reference (ToR) and hiring consultants, coordinating the overall activities, monitoring time schedules, supervising their activities, carrying out technical work, interacting with the SSATP member countries, and carrying out the day-to-day management, 
  • Lead the policy dialogues and advocacy on road safety policies and good practices at country and continental levels.
  • Lead the collaboration with GRSF and the regional transport Units on road safety subject matters.
  • Provide timely and relevant Road Safety policy advice to the SSATP country members,
  • Prepare and generate relevant knowledge products (technical papers, working papers, policy notes, advocacy papers, etc.) and capacity building products and tools, 
  • Lead workshops to share and disseminate experiences and knowledge in road safety, and
  • Function as the premier reference and repository for road safety policies on the continent.
Selection Criteria:
  • The position requires experience related to road safety sector reforms based on the safe system approach.
  • Experience in institutional, regulatory, management, and financing aspects of road safety.
  • More generally, she/he will lead the efforts in knowledge generation and management to ensure global best practices and lessons learned in road safety including critical cross-cutting themes like digitalization, accessibility, affordability, climate impact, health and safety, inclusiveness, and socio-economic impact.
Candidates for the position will be selected based on the following requirements:
Minimum Requirements:
  • At least a master’s degree, in transport planning, engineering, economics, finance, or other disciplines relevant to the Road Safety area. 
  • At least 8 years professional experience in road safety with a focus on the following areas: (a) developing and implementing road safety policy reforms; (b) establishment and management of road safety institutions; (b) road safety data management and monitoring; (c) roads safety design (d) vehicle safety standards (e) speed management and enforcement (f) safe road users education and awareness campaign (g) post-crash care development emergency response systems and (h) use of road safety integrated approach. 
  • Experience in managing projects/programs and/or other assignments.
  • Proven ability to build relationships involving multiple stakeholders. 
  • Excellent written and oral communication skills in both English and French, with the ability to present complex issues in a concise manner.
  • Experience in working on similar programs in developing countries (including middle-income countries), in activities financed by the World Bank or other financing organizations, or in a consultant capacity; 
  • Excellent written and oral fluency in English and French (both are required); and 
  • Experience in the design and implementation of initiatives that can harness the opportunities of new technologies (i.e. digitalisation, “big data” analytics) would be a plus.
