Background:

The OSCE Programme Office in Dushanbe promotes the implementation of OSCE principles and commitments, as well as the co-operation of the Republic of Tajikistan within the OSCE framework in all three dimensionsю It is involved in a wide range of activities, ranging from counter-terrorism and border management projects to supporting cross-border markets and free economic zones, human rights, media development, and legal reform initiatives.

Tasks and Responsibilities:

Under the immediate supervision of Finance Officer and overall supervision of Chief, Fund Administration, the successful candidate will be tasked with the following duties:

  1. Controlling Bank/Cash transactions consistency with established OSCE Financial Regulations and relevant Administrative/Financial Instructions;
  2. Performing cash demand analysis, preparing cash flow forecast and initiating cash replenishment from the OSCE Secretariat to insure availability of the required resources; Processing currency conversion transactions and records them in OSCE Oracle Finance System;
  3. Effecting all payments in the Office in local and international currencies through cash, bank, as well as via OSCE Offices in Secretariat when needed;
  4. Verifying the details matched to the payment voucher prior to making payment. Processing payment of invoices in Oracle for all International and National Staff Mission Members;
  5. Ensuring all payments are made to the properly authorized payees. Inspecting, investigating and resolving discrepancies in cash and bank transactions, if any occurred;
  6. Recording miscellaneous transaction entries in cash management module and reconciling all the transactions in cash statements on daily basis, ensuring that all items are investigated and resolved;
  7. Performing daily reconciliations of all cash and bank accounts ensuring that their balance concurs with the OSCE Oracle Finance System;
  8. Receiving cash from the bank. Communicating with the bank on the matters of replenishment. Obtaining bank records for transactions processed from POiD all the bank accounts; Holding regular and surprise cash counts;
  9. Ensuring the adequacy of the security of the Cashier’s office and enforce the access control to the cashier’s office, responsible for safekeeping;
  10. Preparing monthly reconciliation reports for all bank and cash accounts;
  11. Performing training of new staff on the use of the Cash Management module in ORACLE;
  12. Performing other duties as requested by the Finance Officer and CFA.

Necessary Qualifications:

  • Secondary education supplemented by formal studies in accounting;
  • Minimum six years of progressively responsible work experience in the field of treasury/accounting/finance,  preferably in an international environment;
  • Computer literate with practical experience in Microsoft packages and familiarity and experience with ORACLE System is desirable;
  • Excellent written and oral communication skills in English, Russian and Tajik;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.

 

Remuneration Package:

Monthly remuneration, subject to social security deductions is 1,062.33 EUR. Social benefits include participation in the Cigna medical insurance scheme and the OSCE Provident Fund.

The mandatory retirement age at the OSCE is 65 years for contracted positions at the general service, professional and director level. The Organization shall apply an age limit of 63 years at the time of appointment as the incumbent selected is normally expected to carry out the contractual obligation of two years.
