Organizational Setting and Reporting Relationship

The position of Senior Treasury Specialist is assigned to the Funding Division (TDFD) within the Treasury Department (TD). You will be based at our Headquarters in Manila, Philippines.

You will report to Assistant Treasurer, TDFD and will oversee junior team members.

Your Role

As a Senior Treasury Specialist, you will (i) assist the Assistant Treasurer, TDFD in the implementation of ADB’s annual borrowing program; (ii) lead the monitoring and evaluation of Environment, Social and Governance-related (ESG) funding opportunities across products and markets; (iii) work with both internal (e.g. Climate Change and Sustainable Development Department, Department of Communications and Knowledge Management, Office of the General Counsel, Office of Risk Management, Controller’s Department) and external parties (underwriters, swap counterparties, legal counsels, rating agencies, investors, and other partners to ensure that all requirements related to ESG-related and regular bond issues and related swaps are undertaken and completed promptly; (iv) lead the monitoring and evaluation of ESG-related regulations, reporting, ratings and developments that may help ADB’s ESG’s market presence; (v) participate in the structuring, and execution of bond issues and swap transactions in private placement format and selectively in public bond markets; and (vi) work within general policies, principles and goals, working directly with clients.

You will:

a. Funding Transactions

  • Lead the monitoring and evaluation of ESG-related funding opportunities across products and markets, including the review of public issue and private placement proposals and ensure that the strategic goals of ADB’s borrowing program are achieved.
  • Lead the review, discussion, execution and finalization of funding transactions in select markets with underwriters, ensuring that the terms and conditions of the borrowing and swap transactions are accurate and consistent with ADB’s policies and interests.
  • Prepare select borrowing documents requiring Management approval and intended for Board information, ensuring that the rationale for undertaking such transactions is communicated thoroughly.

b. Liability Management

  • Lead in monitoring, analyzing and implementing liability management transactions, such as buying back ADB’s bonds that create cost savings for ADB and provide liquidity for ADB’s bonds in the secondary market, ensuring that such transactions are priced and settled.

c. Knowledge Management

  • Lead the coordination with internal and external parties in evaluating ESG-related regulations, reporting, ratings and developments that may help ADB’s ESG presence.
  • Undertake investor roadshows and participate in seminars and conferences to develop relationships with important institutional and retail investors by educating and updating them about ADB and its activities, ensuring that presentations are constructive and comprehensive
  • Contribute to the annual Borrowing Program papers by assisting in the analysis of the previous year’s borrowing strategy and transactions.

d. Staff Management

  • Oversee the performance of reporting staff, providing clear directions and regular monitoring and feedback on performance
  • Ensure the ongoing learning and development of reporting

Qualifications

You will need:

  • Master’s Degree, or equivalent, in Finance, Economics, Accounting, or related fields; or University degree in Finance, Economics, Accounting, or related fields combined with at least 5 years’ specialized experience in similar organization/s, may be considered in lieu of a Master’s degree
  • At least 10 years of relevant professional experience
  • Excellent English speaking and writing skills
  • International experience working in several countries
