This position is part of the U.S. Development Finance Corporation (DFC) Office of the Chief Operating Officer (OCOO). As the Senior Vice President for Operations, you will be responsible for directing the day-to-day supervision and oversight of DFC’s corporate operations. DFC is a growing organization with a full-time staff of over 650 and an operating budget of $243 million.
Major Duties:
The Senior Vice President for Operations (SVP, Operations) has responsibility for directing the day-to-day supervision and oversight of DFC’s corporate operations. The incumbent will oversee and coordinate activity across the Agency including direct oversight and management of the Office of Administration (OA), the Office of Human Resources Management (OHRM), the Office of Information Technology (OIT), the Strategic Information Division (SID), and other key management and operational functions. Major duties:
Execute Office of the Chief Executive (OCE) directives and ensure initiatives are making timely progress by regular update reporting to OCE leaders.
Manage DFC’s overseas presence and growth, including developing, recommending, and implementing the necessary internal corporate infrastructure (personnel, processes, and fiscal resources) to support overseas expansion.
Lead and continuously engage in process improvement activities when known or unanticipated events arise and harness existing personnel and resources to address these events.
Lead on broad identification of, and preparation for, internal and external risks and opportunities for the Agency.
Closely collaborates with DFC’s Office of Financial Planning and Management (OFPM) on Agency budgeting process to ensure comprehensive allocation and execution of resources for the corporate functions of DFC.
Lead activities as well as executive and staff meetings in lieu of the Chief Executive Officer (CEO) or Deputy Chief Executive Officer (DCEO).
Serve as a permanent member of the Emergency Response Group, performing DFC Mission Critical functions as outlined in DFC’s Continuity Plan.

You may qualify at the SL-00 level, if you fulfill the following qualification requirements:
Specialized Experience:
Candidates must have at least one year of specialized experience related to this position. This experience must be at or above the GS-15 grade level or equivalent. Your resume must reflect experience: (1) Experience providing effective leadership and supervision to subordinates; and (2) Experience leading administrative operations for an organization, that include at least two of the following:
- evaluating operational business needs to optimize processes;
- managing operational risks;
- managing resource allocations; or
- developing and implementing agency strategy.

Mandatory Technical Qualifications (Mtqs): Maximum Of Two Pages Per Mtq:
- Demonstrated ability providing effective leadership and supervision to subordinates in a multi-tiered organization;
- Demonstrated experience providing strategic leadership and direction in planning, implementing, and evaluating short- and long-range initiatives to support strategic business plans and cross-functional business solutions;
- Demonstrated experience leading and directing management support functions within a multi-tiered organization, including strategic and operational planning, human capital programs, and information technology;
- Demonstrated ability to develop policy, plans, and strategy in compliance with federal laws, regulations, policies, and standards in support of agency activities.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Employees in SL positions are entitled to accrue annual leave at the rate of 8 hours per biweekly pay period regardless of the length of their Federal service, and can accumulate a total of up to 90 days (720 hours) of annual leave. All Federal employees including SL members earn 13 days of sick leave each year.
