The Senior Water Resources Specialist plays a crucial role in balancing water resource development with environmental preservation and compliance with legal requirements. Here’s a breakdown of the responsibilities:

  • Technical Water Resource and Environmental Planning: This involves strategizing and planning various initiatives related to water resource management and environmental preservation.
  • Research and Analyses: Conducting in-depth research and analyses on environmental impact, mitigation strategies, water supply development, and facility planning.
  • Environmental Impact Assessment: Assessing the environmental impact of projects and developing strategies for mitigation and monitoring.
  • Compliance Management: Ensuring compliance with environmental regulations such as CEQA (California Environmental Quality Act) and NEPA (National Environmental Policy Act).
  • Statistical, Financial, and Economic Analysis: Conducting complex analyses to understand the financial and economic implications of water resource projects.
  • Report Preparation: Preparing detailed technical reports and correspondence on water resources and environmental matters.
  • Consultant Contract Management: Managing contracts with external consultants who provide specialized expertise.
  • Review and Comment: Reviewing and providing feedback on technical documents prepared by other teams or consultants.
  • Representation and Communication: Representing the organization at various forums, both local and statewide, and delivering presentations.
  • Negotiation: Negotiating with regulatory agencies and other stakeholders to ensure compliance and cooperation.
  • Field Surveys: Conducting field surveys to gather data and assess the impact of projects on the ground.

Qualification Guidelines

The qualification guidelines generally describe the knowledge and ability required to enter the job in order to successfully perform the assigned duties. Any combination of experience and training that would provide the required knowledge, skills and abilities will be considered.

A Bachelor’s degree from an accredited college or university with major course work in natural science, physical science, environmental engineering, civil engineering, economics, natural resources management, urban planning, regional planning, public administration or a related field supplemented by six years of progressively responsible professional water resources/environmental planning experience; or an equivalent combination of training and experience.

A Master’s degree in a related field may be substituted for two years of professional experience.
