Strategy, Transformation & Commissioning Service Director with an understanding of the political landscape, legislative frameworks, and regional and national drivers surrounding Children’s Social Care, who has significant experience of successfully managing an operational service, including; people, budgets and performance is required for a well-established organisation based in Wokingham, Berkshire.SALARY: £89,723 – £109,637 per annum + BenefitsLOCATION: Hybrid split between working from home and the office in WokinghamJOB TYPE: Full-Time, PermanentWORKING HOURS: 37 hours per weekJOB OVERVIEWWe have a fantastic new job opportunity for a Strategy, Transformation & Commissioning Service Director with an understanding of the political landscape, legislative frameworks, and regional and national drivers surrounding Children’s Social Care, who has significant experience of successfully managing an operational service, including people, budgets and performance.Working as a Service Director you will lead on the development and delivery the strategy, oversee transformational change, and ensure that services are effectively commissioned to meet the needs of children, young people and families.As a Service Director you will provide strategic senior level leadership, guidance and support to operational managers working across Strategy, Transformation and Commissioning within Children’s Services. The aim is to provide efficient and effective services that support the department’s delivery on the strategic priorities of Children’s Services, as well as the wider corporate delivery plan.The role will drive the transformation programme for Children’s Services and will have responsibility for the development and delivery of their efficiency programme. This includes cross directorate coordination and accountability for the delivery of fundamental transformational benefits across the Social Care & Education system.DUTIESYour duties as a Service Director include:

• Strategic lead for transformation and commissioning for Children’s Services

• Provide professional leadership for the development and monitoring of the departments policies, strategies, partnerships, commissioning and transformation

• Ensure a culture of continuous improvement

• Lead the development of the organisations approach to commissioning across children’s services

• Lead on all aspects of commercial and procurement activity

• Lead on all aspects of forward planning for the directorate

• Maintain an oversight of all services

• Lead the strategic development of a suite of policies for Children’s Services

• Understand, manage and oversee the local care provider market

• Provide oversight and delivery of the organisations responsibilities to manage the social care market

• Develop and maintain a Contract management Framework

• Responsible for the delivery of budget and performance targets

• Provide direction and oversight of joint commissioning activity

CANDIDATE REQUIREMENTS

• Education to degree-level or equivalent relevant professional

• Evidence of continuous personal and professional development

• An understanding of large, complex and political organisations

• Understanding of the political landscape, legislative frameworks, and regional and national drivers surrounding Children’s Social Care

• In-depth practical knowledge of legislation and national and local policy particularly in relation to the agenda for closer integration of local authority and NHS commissioning of education, health and social care services

• Understanding of decision making, human and financial resource management in a public sector environment

• Expert knowledge of all aspects of commissioning and transformation processes, including a thorough awareness of widely recognised best practice

• Significant experience of successfully managing an operational service, including; people, budgets and performance

• Experience of creating an environment of continuous improvement and innovation

• Experience of working in a matrix management environment, where cross team and cross-organisation working are essential

• Experience of successfully delivering change management, particularly in relation to process improvement

• Experience of effectively leading a service of professional staff

• Experience of leading complex and major projects to successful outcomes

• Demonstratable experience of strategic and innovative thinking with an ability to deliver within tight deadlines and stretching targets
