Page 1 tendersglobal.net 7 Background: The Leveraging Mediation in Yemen project aims to foster peacebuilding and reconciliation efforts in Yemen through the utilization of mediation strategies. This document outlines the key activities and responsibilities for the consultant in the project, which focuses on capacity building and facilitation in mediation and reconciliation efforts. Activities: The consultant’s primary responsibilities revolve around the formation and organization of key committees. This includes establishing a Mediation Advisory Committee (MAC) at the national level, as well as four Community Reconciliation Committees (CRCs) at the governorate level. The consultant will play a crucial role in facilitating the formation of the MAC and supporting the establishment or expansion of the CRCs. The ToR also encompasses activities related to the MAC’s engagement and learning exchange visits. MAC members will have the opportunity to visit other countries that have successfully implemented conflict resolution strategies. These visits aim to enhance their understanding of effective reconciliation mechanisms, transitional justice, and peacebuilding strategies. The consultant will organize a workshop abroad to initiate the development of a National-Level Mediation/Reconciliation Action Plan. Additionally, remote meetings will be conducted to continue refining the plan, incorporating input from the CRCs and local-level discussions. Finally, a national-level conference will be organized to bring together stakeholders and discuss the proposed action plan. This conference serves as a platform to garner consensus and agreement on the next steps in implementing the plan. Expected Outcomes: The successful execution of these activities is expected to yield several outcomes. The MAC’s capacity will be strengthened, fostering their ability to effectively guide mediation and reconciliation initiatives. Collaboration among MAC members will be promoted, facilitating a cohesive and coordinated approach. The development of effective strategies, including the comprehensive National-Level Mediation/Reconciliation Action Plan, will contribute to improved conflict resolution outcomes in Yemen. Scope of work: The scope of work entails the consultant’s responsibilities in guiding and organizing the formation of a Mediation Advisory Committee (MAC) at the national level and four Community Reconciliation Committees (CRCs) at the governorate level. The objective is to establish these committees through a targeted application process, ensuring diversity in gender, age, political affiliation, and professional background. The consultant’s role includes facilitating the formation of the MAC, assisting in the selection of committee members, providing guidance on composition and Page 2 tendersglobal.net 7 representation, and developing the MAC’s terms of reference. Similarly, the consultant assists in identifying suitable candidates for the CRCs, guiding their establishment or expansion, and supporting them in developing operational guidelines and work plans. Additionally, the consultant will facilitate an introductory in-person meeting for MAC members in Amman and organize two learning exchange visits to other successful post-conflict countries. These visits aim to enhance the MAC members’ understanding of conflict resolution, reconciliation mechanisms, transitional justice, and peacebuilding strategies. The consultant will develop the agendas for these visits, provide pre-visit reading materials, and facilitate valuable discussions and experiences. Furthermore, the consultant will facilitate a workshop abroad to kick-start the development of the National-Level Mediation/Reconciliation Action Plan. They will also conduct three remote MAC meetings to continue the plan’s development, incorporating input from the CRCs and local-level discussions. The consultant will ensure inclusivity, guide the participants in integrating action plans, and address key challenges and opportunities. The output will be a comprehensive action plan outlining specific steps, resources, and timelines. The consultant’s responsibilities extend to organizing a national-level conference to discuss the action plan and agree on the next steps with stakeholders. Throughout the process, the consultant will strengthen the MAC’s capacity, foster collaboration among members, and contribute to improved conflict resolution outcomes in the communities served. The anticipated outcomes include a strengthened MAC, increased collaboration among members, the development of new strategies, and improved conflict resolution within the program’s communities. The consultant will receive the Conflict Analysis, Mapping, and Gap Assessment report, which will serve as a valuable resource in preparing for all the aforementioned activities. This report will provide essential insights and information to support the consultant in effectively fulfilling their responsibilities throughout the project. Methodology: The methodology for the Capacity Building and Facilitation Workshop and Conference should be implemented by a consultant who ensures effectiveness, sustainability, inclusiveness, and long-term impact. The consultant begins by conducting a comprehensive needs assessment, incorporating the findings and recommendations from the Conflict Analysis, Mapping, and Gap Assessment. This assessment provides crucial insights into the specific challenges, gaps, and dynamics of the conflict in Yemen, which the consultant should incorporate into the methodology to tailor their approaches and interventions accordingly. Inclusiveness is a key aspect that the consultant should prioritize. They should ensure active involvement of diverse stakeholders throughout the process, promoting gender balance, engaging youth representatives, and including marginalized groups and community leaders. By creating a safe and inclusive environment, the consultant fosters open dialogue, collaboration, and the exchange of diverse perspectives. The consultant should provide capacity-building measures, mentoring, and ongoing support to foster local ownership. Additionally, they should facilitate networking opportunities and cooperation among stakeholders to ensure continuous learning, collaboration, and knowledge exchange. By investing MAC members, the consultant ensures that the impact of the capacity-building activities extends beyond the project duration, contributing to sustained peacebuilding and reconciliation efforts in Yemen. Timeframe: No. The expected timeframe for the assignment is 2 years, starting from August 2024. The level of effort required is distributed in table below as follows: 1. Planned Activity Guiding in forming and organizing 1 Mediation Advisory Committee (MAC) at the national-level and 4 Community Reconciliation Committees (CRCs) at the governorate-level. During Date 1 Months 2. Facilitate the introductory in-person meeting between the MAC members in Amman (6 days, 20 participants) August 2024 6 days 3. Facilitate 2 learning exchange visits to other countries that have successfully implemented conflict resolution strategies. (countries will be identified based on the gap assessment recommendation) September 2024 5 days for each visit 4. Facilitate a workshop abroad to kick-start the process of developing the National-Level Mediation/Reconciliation Action Plan 1st visit: December 2024 2nd visit: May 2025 (1 workshop, 15 participants, 6 day) 5. Conduct three remote MAC meetings to continue developing the National-Level Mediation/Reconciliation Action Plan . The consultant should have the following minimum qualifications and experience: ▪ Master’s degree or higher or equivalent in conflict studies, peacebuilding, or related fields. ▪ At least 5 years of proven experience in conducting research and analysis on conflict in Yemen. ▪ Demonstrated knowledge and understanding of the conflict dynamics in local level (Marib, Shabwa, Taiz, Lahj governorates) and national level, and the relevant actors and stakeholders. ▪ Excellent report writing and presentation skills, in both English and Arabic. ▪ Ability to work independently and collaboratively, and to deliver high-quality outputs within the given timeframe and budget. ▪ Willingness and ability to travel to different countries and to comply with the security and safety protocols and procedures. Evaluation criteria: The proposals will be evaluated and scored based on the following criteria: ▪ Technical proposal: 70% ➢ Understanding of the TOR and the assignment: 10% ➢ Proposed methodology and work plan: 40% ➢ Qualifications and experience of the consultant: 20% ▪ Financial proposal: 30% The minimum score required to qualify is 70%. Only the qualified proposals will be considered for further negotiation and contracting. The contract will be granted to the service provider whose tender offers the most economic advantage, based on price and quality.
