Page 1 tendersglobal.net 8 Background: As part of the Leveraging Mediation in Yemen project, we plan to conduct a conflict analysis, mapping, and gap assessment. The research is divided into three phases: Context and Conflict Analysis, Peace Initiatives and entities Mapping, and Gap Assessment. Each phase focuses on gathering crucial information, mapping stakeholders, and identifying gaps in order to develop effective strategies for conflict resolution and peacebuilding. The purpose of this TOR is to solicit proposals from qualified individual(s) or institution(s) who can conduct the conflict analysis, mapping, and gap assessment, as a consultant for the project. The consultant will work closely with the Resonate Yemen, as well as with other project partners and stakeholders, to ensure the quality and relevance of the analysis, mapping, assessment. This assignment should consider the importance of approach interaction and identity analysis and categorization with sensitivity and respect for the experiences and perspectives of individuals and groups. Engage with diverse stakeholders, including marginalized or underrepresented voices, to ensure a comprehensive understanding of the complex dynamics at play. Scope of work: Phase 1: Context and conflict analysis. Context and conflict analysis aims to understand the background, environment, and factors contributing to a conflict situation. It typically involves examining various elements and dynamics that shape the conflict with a focus on the conflict and its parties. Here are some key elements that should be considered: 1. Background Information: Gather relevant information about the historical, social, political, economic, and cultural context in which the conflict is taking place. This includes understanding the root causes, previous incidents, and the overall history of the conflict. 2. Stakeholders: Identify and analyze the different individuals, groups, or organizations involved in or affected by the conflict. Consider their interests, positions, power dynamics, and relationships with one another. Pay attention to both formal and informal actors. 3. Issues and Interests: Identify the main issues at the core of the conflict. Explore the underlying interests, needs, and concerns of the parties involved. Determine whether there are any shared interests or potential areas for cooperation. 4. Identity-Based Conflicts: Identify conflicts that are rooted in or influenced by identity differences. Analyze the underlying factors, grievances, or historical tensions related to identity-based conflicts. Consider how these conflicts affect relationships, trust, and social cohesion within the context. Page 2 tendersglobal.net 8 5. Drivers and Triggers: Identify the factors that contribute to the continuation or escalation of the conflict. This includes considering social, economic, political, or environmental drivers. Additionally, identify any specific incidents or triggers that have intensified the conflict. 6. Dynamics and Relationships: Analyze the dynamics and relationships between different stakeholders. This involves understanding the power dynamics, alliances, divisions, and patterns of interaction between the parties. Consider factors such as religion, socioeconomic status, political affiliations, and tribal affiliations. 7. External Factors: Assess the impact of external factors on the conflict. This may include regional dynamics, international interventions, economic influences, or cultural factors. Evaluate how these external factors shape the conflict and its potential resolution. Propose mechanisms to engage them positively in the peace process in Yemen and gain their support for mediation and reconciliation committees at all levels. 8. Communication and Perception: Examine the modes of communication used by the parties involved and how they perceive one another. Consider the role of misinformation, stereotypes, or biased narratives in shaping perceptions and exacerbating the conflict. Phase 2: Peace Initiatives, Entities, and Individuals Mapping. The peace initiatives, entities, and individual mapping aims to understand the key actors, their roles, interests, and relationships in a conflict or peacebuilding context. This mapping exercise helps identify potential partners, stakeholders, and influential individuals who can contribute to conflict resolution efforts. Here are some elements that should be included in such mapping: 1. Stakeholders and Actors: Identify the various stakeholders and actors involved in the conflict or peacebuilding process. This includes individuals, groups, communities, organizations, and institutions. Consider both formal and informal actors, such as national/ government/local officials, community leaders, reconciliation committees, civil society organizations, religious leaders, national/local mediators, tribal leaders, and grassroots activists. 2. Roles and Interests: Analyze the roles and interests of each stakeholder or actor. Understand their motivations, goals, and objectives in relation to the conflict. Identify their specific roles in the conflict, whether they are parties to the conflict, mediators, facilitators, or influential figures. 3. Power Dynamics: Assess the power dynamics among the stakeholders. Determine the relative influence and capacities of each actor. Identify power imbalances, alliances, and dependencies that may impact their engagement in peacebuilding processes. 4. Relationships and Networks: Map the relationships and networks among the stakeholders. Identify connections, alliances, rivalries, and conflicts of interest. Understand how these relationships shape the dynamics of the conflict and potential pathways for collaboration or mediation. 5. Influence and Legitimacy: Evaluate the influence and legitimacy of different stakeholders. Assess their credibility, reputation, and ability to mobilize support or resources. Understand the perspectives of the broader population and the legitimacy they attribute to various actors. Page 3 tendersglobal.net 8 6. Capacities and Resources: Identify the capacities and resources that each stakeholder possesses. This includes financial resources, networks, expertise, organizational infrastructure, or access to influential platforms. Assess how these capacities can be leveraged for peacebuilding initiatives. 7. Skills and Expertise: Identify individuals, committees or organizations with specific skills, expertise, or experience relevant to peacebuilding and conflict resolution. This may include local/national mediators, negotiators, community mobilizers, or reconciliation committees members, mediator teams members. Consider their track record and the potential for collaboration or capacity-building. 8. External Actors: Recognize the involvement of external actors, such as international organizations, foreign governments, international/regional mediators, or non-state actors, in the conflict or peace processes. Analyze their interests, roles, and influence. Understand the potential for collaboration or conflicting agendas with local stakeholders and actors. 9. Existing Efforts: Identify any previous or ongoing initiatives, interventions, or peacebuilding efforts aimed at resolving the conflict. Evaluate their effectiveness, limitations, and potential for building upon or adapting existing frameworks. The mapping exercise should be comprehensive, inclusive, and sensitive to the local context. It should involve consultations with diverse stakeholders, including marginalized or underrepresented groups. The mapping tools should support regularly updating to reflect changes in the conflict dynamics is crucial to ensuring the accuracy, updateable, and relevance of the information gathered. Phase 3: Gap Assessment. A gap assessment aims identifying and analyzing the gaps or discrepancies between the current state of affairs and the desired state or goals. It have to help identifying areas that require attention, improvement, or intervention either in interventions or entities to enhance the Infrastructure for mediation through bottom up. The gap assessment should be included the following element but not limit to them: 1. Establishing Goals and Standards: Clearly define the desired goals, outcomes, or standards that you are seeking to achieve. This might include specific targets, benchmarks, or indicators that reflect the desired state based on the project documents. 2. Assessing the Current State: Evaluate the current state or situation based on the phase 1: Context and Conflict Analysis and phase 2: Comprehensive Mapping by assessing the strengths and weaknesses of the existing mediation interventions, entities, structures, relations, and communications. 3. Identifying Performance or Knowledge Gaps: Identify the gaps between the current state and the desired state for the existing mediation interventions, entities, structures, relations, and communications. This includes examining areas where performance, knowledge, skills, resources, Page 4 tendersglobal.net 8 or capacities fall short of meeting the established goals or standards that planned to achieve within the project. 4. Root Cause Analysis: Analyze the underlying causes or factors contributing to the identified gaps. This involves understanding the systemic, structural, capacity, and operational aspects that are impeding progress or hindering the achievement of desired outcomes. 5. Prioritization: Prioritize the identified gaps based on their significance, urgency, and potential impact in achieving the project objectives. Determine which gaps are most critical to address and which ones can be addressed at a later stage. 6. Stakeholder Engagement: Involve relevant stakeholders in the gap assessment process through seek input from individuals, entities or groups who are directly impacted by or have expertise in the areas being assessed. This helps ensure a comprehensive and inclusive assessment. 8. Solutions and Interventions: Identify potential solutions, strategies, or interventions to bridge the identified gaps. Explore best practices, lessons learned from similar contexts, or innovative approaches that can be applied to address the gaps effectively. 9. Resource Assessment: Evaluate the resources required to implement the identified solutions or interventions. This includes considering financial resources, human resources, technical expertise, infrastructure, or partnerships needed to close the gaps. 10. Monitoring and Evaluation: Develop mechanisms for monitoring and evaluating progress in closing the identified gaps. Establish indicators and benchmarks to track improvements and ensure accountability. Monitoring and evaluation tools should support regularly review and update the assessment as progress is made. 11. Future Scenarios: Explore potential future scenarios and their implications with consideration of best-case and worst-case outcomes, as well as potential opportunities for resolution, reconciliation, or sustainable peace and how benefiting from them to achieve project goal and objectives. 12. Cooperation and Alliances: Explore opportunities for cooperation, alliances, or collective action among different entities, groups, and individuals. Identify shared interests, common goals, or overlapping identities that can serve as a basis for collaboration and positive interaction. The gap assessment should support iterative process, allowing for ongoing monitoring and adjustment as the situation evolves. the iterative process of the gaps assessment will serves as a foundation for planning and decision-making, providing a roadmap for addressing the identified gaps and working towards the desired outcomes within the project. Page 5 tendersglobal.net 8 Methodology: The consultant should employ a mixed-methods approach, utilizing both quantitative and qualitative data collection and analysis techniques, to conduct a comprehensive analysis, mapping, and assessment. This approach will provide a more holistic understanding of the conflict dynamics in Yemen. Additionally, the consultant should adopt participatory and inclusive methods, actively involving and representing the project beneficiaries and stakeholders throughout the research process. Special attention should be given to ensuring the meaningful participation of women and youth, as their perspectives and experiences are essential for a comprehensive analysis. Moreover, the consultant must adhere to rigorous ethical standards and principles in conducting the research. This includes obtaining informed consent from all participants, ensuring the confidentiality and anonymity of collected data, and implementing robust data protection measures. Respecting the rights and privacy of the individuals and communities involved is paramount in maintaining the integrity and credibility of the research findings. To ensure the reliability and relevance of the analysis, the consultant should employ various data gathering methods such as interviews, surveys, observations, and document analysis. By utilizing multiple sources of data, the consultant can triangulate information and validate the f indings, thereby enhancing the accuracy and comprehensiveness of the analysis. It is also crucial for the consultant to ensure that the data collected is representative of the conflict dynamics, capturing diverse perspectives and reflecting the realities on the ground. Timeframe: No. The expected timeframe for the assignment is 3 months, starting from May 2024. The level of effort required is distributed in table below as follows: 1. Planned Activity Conflict Analysis, Mapping, and gap Assessment. Including the following: ▪ Desk review and developing tools. ▪ Field research. During Date 3 Months ▪ Data analysis and report writing. ▪ Validation and finalization. May – July 2024 Important Note: Kindly note that the specified timeframe is subject to potential changes due to the volatile and unpredictable work context in Yemen. Page 6 tendersglobal.net 8 Deliverable: The assignment is expected to yield several key deliverables, which are outlined in the table provided below. However, the list of deliverables is not exhaustive. The consultant is required to provide a comprehensive set of deliverables for each activity, accompanied by a clear description or clarification. This will demonstrate their thorough understanding of the assignment’s scope of work. The primary deliverables are organized in the following table: No. Planned Activity 1. Deliverable(s) Conflict Analysis, Mapping, and gap Assessment. Including the following: ▪ Desk review and developing tools. ▪ Field research. ▪ Data analysis and report writing. ▪ Validation and finalization. ▪ Inception report: includes (information collection tools, interview and session guide) ▪ Field survey report and data analysis ▪ Final draft and collection of documents used in the study. ▪ Final comprehensive conflict analysis, mapping, assessment report.

Evaluation criteria: The proposals will be evaluated and scored based on the following criteria: ▪ Technical proposal: 70% ➢ Understanding of the TOR and the assignment: 10% ➢ Proposed methodology and work plan: 40% ➢ Qualifications and experience of the consultant: 20% ▪ Financial proposal: 30% The minimum score required to qualify is 70%. Only the qualified proposals will be considered for further negotiation and contracting. The contract will be granted to the service provider whose tender offers the most economic advantage, based on price and quality. Note: Please be aware that there is an additional Terms of Reference (ToR) related to this particular ToR. We strongly encourage all qualified service providers who are interested in this ToR to apply for both positions separately. By submitting separate applications for each ToR and establishing a connection between them, we aim to create a more comprehensive and impactful outcome. Qualification: The consultant should have the following minimum qualifications and experience: gaps ▪ Master’s degree or higher or equivalent in conflict studies, peacebuilding, or related fields. ▪ At least 5 years of proven experience in conducting research and analysis on conflict in Yemen. ▪ Demonstrated knowledge and understanding of the conflict dynamics in local level (Marib, Shabwa, Taiz, Lahj governorates) and national level, and the relevant actors and stakeholders. ▪ Strong skills and expertise in quantitative and qualitative data collection and analysis methods, and in using various locally proven data collection tools. ▪ Excellent report writing and presentation skills, in both English and Arabic. ▪ Ability to work independently and collaboratively, and to deliver high-quality outputs within the given timeframe and budget. ▪ Willingness and ability to conduct field research in (Marib, Shabwa, Taiz, Lahj governorates).
