JOB CONTEXT:
HI’s Regional Programme (Mashriq) coordinates missions in 5 different countries (Egypt, Jordan, Lebanon, Palestine and Iraq). The programme is covering the full mandate of HI – emergency, mine action and development with a strong focus on continuum and resilience. The program has a total volume expected for 2024 of 15M Euros with 350 staff + 150 volunteers.
There are 5 main sectors of intervention: rehabilitation, inclusive education, early child development, BaNEREI (basic needs, economic recovery and economic inclusion) and armed violence reduction.
On top of this the program is managing an emergency in Palestine.
YOUR MISSION:
Under the responsibility of the Technical Head of Program (THoP) of the Regional Program MASHRIQ and in coordination with the Syria THoP and Yemen THoP, and in technical liaison with the Global specialists (SHRH and Protection) , the inclusive SRHR Field Technical Specialist contributes to the implementation of the mandate and the 10-year strategy of Humanity & Inclusion in the field of inclusive sexual and reproductive health and rights, including inclusive GBV. He/she ensures optimal quality and impact of the projects implemented in the countries, through a delegation system with appropriate control mechanisms. He/she shares with all HI managers the responsibility of a sound management and successful functioning of the global organization, through paradigm changes.
Focus Area:
Mission 1: Expertise
- Contributes to the regional strategies in line with the global strategies
- Ensures technical support to projects and project teams in line with the global technical frameworks and standards in her/his field of expertise
- Ensures technical learning from projects
- Ensures the control & monitoring of the technical quality and the relevance of HI’s activities in the Programmes under his/her portfolio according to HI Project Quality Policy and Project Quality Framework.
- Ensures compliance of the technical proposition with nexus stakes (in other words the bridge between development and humanitarian contexts)
- Contributes to the development of research and innovation projects in the region when relevant, in his/her sectorial scope
- Contributes to the Technical Divisions development and dissemination of the “professional channel,” which is about competencies and expertise
Mission 2: Influence
Contribute to the local external prestige and influence of HI’s expertise in her/his sector of expertise :
- Represents the technical expertise of HI in relevant local networks in her/his sector of expertise
- Contributes to advocacy messages on specific themes in line with the global advocacy priorities
- Contributes to communication messages locally in line with the global communication priorities
- Contributes to projects’ learning, improvement and enhancement of activities through Lesson Learned and Evaluation activities.
- Contributes to the establishment of collaborative working relationships with OPDs, the Ministry of Health and key SRHR stakeholders in the different countries, by sharing information on project activities, lessons learned and best practices.
Mission 3: Business Development
Supports the development of major opportunities or new projects in the region under his/her sectorial scope of expertise (alongside other team members) :
- Contributes to the context analysis in her/his sectorial scope
- Contributes to the design and writing of new projects in the region and when asked in other countries within the Geographic Division
- Identify & transform major opportunities in the region under his/her scope of expertise
- Contributes to the conception of major projects (multiple countries, one theme) or of new projects in the region
- Contributes to the identification & develops local partnerships and/or consortium with OPDs (particularly youth and women-led OPDs), NGOs, Institutions, or other organisations on technical priorities under his/her sectorial scope
CHARACTERISTICS OF THE POSITION:
The security for NGO workers in Lebanon is relatively good. Professional and life conditions are still permissive. The country is experiencing a political, economic and social crisis since October 2019 and the levels of criminality and the risk of thefts have increased. In addition, the conflict in Gaza has caused a series of demonstrations and temporary street closures in different cities, and the onset escalation between Israel and Hezbollah has considerably worsened the security in border communities of southern Lebanon.
The Lebanese remain a very welcoming people and life for foreigners remains relatively comfortable, with some possibilities for internal tourism and recreational activities. There are planned power cuts during some hours of the day and the night. There are sometimes roadblocks or traffic jams that slow down or block traffic on main roads. You should exercise minimum standards of respect and adaptation to the local culture and traditions.
YOUR PROFILE:
- Master’s degree in public health or other relevant university degree in health with a focus on SRHR and GBV
- Minimum 5 years’ experience in international development, or emergency and post crisis environments, in technical positions
- Experience in complex environments as well as in collaboration with national actors at all levels (from services to central level), including in emergency context
- At least 3 years’ experience in project management
- Proven experience in GBV protection programming, and integrated approaches.
- Proven experience in Disability, gender, age-based violence programming
- Strong experience in advocacy and strategy development at ministerial and/or working groups level
- Strong experience in establishing Community of Practice or alternative mechanisms for mutual learning (desirable)
- Ability to travel in all project countries (Lebanon, Syria and Yemen) and in Jordan Fluent in English. Arabic preferred.
