Context:

Under the overall supervision of the Chief of Mission and the direct supervision of the Head of Operations, the Shelter & NFI Cluster Coordinator acts in support of the government counterpart performing strategy development, advocacy, and coordination functions in line with IASC Reference Module for Cluster Coordination at the Country Level.

The Shelter & NFI Cluster Coordinator ensures appropriate cross-sectoral coordination with other related clusters such as WASH, CCCM, Protection (HLP) and others, advocates for shelter in the humanitarian response, supports the mainstreaming of early recovery activities in the Shelter Cluster, and spearheads the integration of cross-cutting issues into the work of the Shelter & NFI Cluster.

The incumbent may directly supervise a SC Support team, including, but not limited to, the areas of information management, needs assessment, and technical support.

Core Functions / Responsibilities:

  1. Strategic direction and coordination
    1. Ensure IOM delivers on its commitments as country cluster lead agency.
    2. Establish strong working relationships with all sector partners at national and in all sub-national locations to facilitate effective collaboration and communication; and with government counterpart, Direction Générale de la Protection Civil (DGPC) and Unité de Construction de Logement et de Bâtiments Publics (UCLBP).
    3. Develop and set-up coordination mechanisms, such as cluster meetings, both at national and sub national levels, and establish the cluster structure including the cluster core documents as defined by the Global Shelter Cluster guidance: Strategy, Technical Standards, and Factsheet.
    4. Promote accountability to affected populations, participation of local and national stakeholders such as civil groups, and support coordination with government counterparts and other relevant authorities.
    5. Lead the development/update of a shelter and settlements response strategy in close coordination with cluster partners, ensuring that the sector strategy complements and promotes multi-sectorial response across the country and supports recovery and transition to more durable housing in adequate settlements.
    6. Work with the government and partners on technical guidance for the cluster including on Essential Household Items, shelter typologies, settlement level interventions, etc.
    7. Facilitate the evaluation of the cluster’s performance. Based on the feedback of this evaluation, work with Shelter & NFI Cluster members to develop a plan of response to improve the cluster’s performance.
  2. Needs Assessment, Resources Mobilization and Allocation
    1. Lead, coordinate and conduct within the SC or at Inter-Cluster level shelter needs assessments, including participatory assessments.
    2. Set up a system to ensure the timely availability of data to inform operational decisions by partners and strategic decisions of the Humanitarian Country Team.
    3. Ensure that the SC covers all identified shelter needs of the affected population and not only those relating to the specific mandate of individual members of the Shelter & NFI Cluster.
    4. Provide transparent strategic guidance to the development of common funding criteria, resource mobilization and prioritization within the SC for inclusion in Consolidated Appeals and pooled funds processes.
    5. Establish mechanisms for accountable and transparent financial resource allocation within the cluster.
  3. Capacity Development
    1. Facilitate capacity building of the government counterpart or the organization that will take over the coordination of the cluster once this is phased out.
    2. Coordinate the delivery of shelter training activities for SC members, other local partners, and relevant authorities.
    3. Coordinate initiatives to help build the shelter capacity of the national and local government, partners, and civil society.
  4. Standard Setting and Implementation
    1. Ensure that the shelter response is informed by appropriate relevant Technical Standards including among others Sphere, and good practice.
    2. Ensure appropriate collaboration with shelter response-related clusters
    3. Coordinate the integration of cross-cutting issues in the work of the Shelter & NFI Cluster, including age, gender, environment, diversity.
    4. Through Cluster-wide consultative processes, provide input into the development of global shelter policy and standards led by the Global Shelter Cluster.
  5. Information Management, Monitoring, Evaluation, and Reporting
    1. Ensure that the SC has a functional information management and mechanisms to report and share information within the Shelter Cluster, with the other clusters, with the government, with the overall humanitarian community including donors, with IOM internal mechanisms, and with the Global Shelter Cluster.
    2. Ensure that the SC produces analytical shelter reports, including the Factsheet. Promote that information on affected population is disaggregated by sex and age. Implement decisions on indicators to measure impact and performance of SC members.
    3. Ensure that the SC maintains an updated website and produces regular updates on the shelter concerns of the affected population, the response by the shelter actors, the gaps, challenges and recommendations.
    4. Promote and ensure monitoring and evaluation of the impact of operations carried out by cluster members and the performance of the coordination team.
    5. Appraise the performance of any directly supervised personnel of the SC coordination team.
  6. Advocacy, Promotion and Fundraising
    1. Identify core advocacy concerns for the SC through a consultative process: develop joint cluster/ inter-cluster initiatives to ensure regular and consistent advocacy.
    2. Represent the SC in meetings with sectoral and external partners, authorities, donors and other relevant interlocutors.
    3. Issue reports and make advocacy statements on behalf of the Shelter & NFI Cluster.
    4. Encourage the Humanitarian Coordinator/Resident Coordinator, the Humanitarian Country Team and cluster members to prioritize and include project proposals and common funding criteria in inter-agency funding appeals.
    5. Backstop financial and other resource allocation within the Shelter & NFI Cluster, when required, such as with regard to CERF or CHF.
    6. Approach donors and other potential sources of funding to explain the SC strategy, challenges, and progress, and to assist in advocating for funding for the overall shelter sector.
    7. Coordinate with IOM and other partners to maximize communication impact to donors and others on the SC priorities.
    8. Ensure the Shelter & NFI Cluster’s adherence to international human rights instruments, the Guiding Principles on Internal Displacement as well as other relevant international and regional instruments; in cooperation with the Humanitarian Country Team.

Required Qualifications and Experience:

Education

  • Master’s degree in a built environment related field such as Architecture, Engineering, Urban Planning, or a related field from an accredited academic institution with five years of relevant professional experience; or
  • University degree in the above fields with seven years of relevant professional experience.

Experience

Essential

  • Work experience in an international capacity and implementing Shelter and Settlement interventions.
  • Management experience in emergency contexts

Desirable

  • Prior experience in coordination, preferably shelter coordination desirable • Previous experience managing common pipelines desirable
  • Prior IOM experience desirable

Skills

Essential

  • Good knowledge of the Humanitarian coordination architecture.
  • Good knowledge of shelter-related technical guidelines and standards

Desirable

  • Excellent Accuracy, Monitoring and Evaluation, Managerial and Organizational skills, and ability to work with minimal supervision;
  • Delivers on set objectives in hardship situations;
  • Effectively coordinates actions with other implementing partners;
  • Works effectively with Donors, local authorities, stakeholders, beneficiaries, and the broader community to advance country office or regional objectives.
  • Excellent communication skills.

Languages

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English and French is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, Russian, and Spanish) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

This position is subject to frequent travels to Haiti.

This will be verified as part of the medical clearance process.
