Purpose of the role
The purpose of the Shelter Coordinator position is to implement delegated Shelter and Settlements project portfolio and managing the day-to-day activities of Shelter and Settlements related area staff to ensure proper delivery, high quality results and compliance to applicable laws, standards, practices, policies and procedures in coordination with the Shelter and Settlements Project Manager.

What you will do
- Line manage the related Shelter and Settlements staff
- Adhere to NRC policies, guidance and procedures and maintain awareness of NRC global and regional strategies
- Contribute to Shelter and Settlements strategy development, concept notes, project proposals, budgets and provide input on needs and gaps
- Manage and implement delegated portfolio of Shelter and Settlements projects (activities, budget and project documentation) as delegated from Project Manager in line with proposals, strategies and donor requirements, and ensure high technical quality
- Provide regular progress reports to management
- Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist
- Promote and s hare ideas for improvement and necessary changes in the activities
- Ensure capacity building of project staff and transfer key skills
- Liaise and collaborate with relevant local authorities and other key stakeholders
- Promote the rights of IDPs/returnees in line with the advocacy strategy
Specifically, you will;
- Assist the Project Manager in the development and review of technical package development (BoQ, drawing and design process and the development of work plans for Shelter and Settlements project activities.
- In collaboration with the Project Manager develop messaging around project implementation methodology, scope of work, selection criteria and any other related beneficiary project documents.
- Supervise daily and weekly monitoring and documentation of all site level construction works for Officers and assistants and regularly visit sites to ensure monitoring activities are carried out in accordance with Standard Operating Procedures.
- Develop of technical aspects of Tender Documentation for project in collaboration with Project Manager and with input from the relevant Shelter Officers.
- Participate in tender openings and review of supplier samples with Logistics.
- Develop Scope of Work formats and requirements with input from Shelter Officers.
- Develop minimum technical standards for construction/upgrades/rehabilitation and ensure that activities are carried out in accordance with allocated budget in collaboration with Project Manager and Shelter Specialist.
- Supervise and document information related to follow up carried out by Shelter Assistants relating to any project beneficiary information requests and complaints as directed by Project Manager and M&E unit. Directly carry out follow up on sensitive cases.
- Provide guidance and quality assurance to Officers through surveying assessments, BoQ, drawing and design process, including all reporting requirements. provide on the job training as planned to increase the capacity of project staff and transfer key skills; Actively participate in capacity building trainings, workshops and seminars organized by NRC.
- Conduct performance management for Shelter Officers under direct supervision and review performance management activities carried out by Shelter Officers.
- Liaise and collaborate with relevant local authorities, local and international NGOs/Agencies and other key stakeholders at community and area level.
- Develop M&E plan and tools specific to project implementation and ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist in collaboration with the Project Manager.
Professional competencies
- Degree in engineering, architecture, humanitarian assistance/development project management, or related subject.
- Minimum 3 years of experience in project coordination in an emergency setting or development work.
- Experience managing all aspects of Shelter project implementation position in a humanitarian/recovery context
- Previous experience from working in complex and volatile contexts
- Documented results related to the position’s responsibilities
- Knowledge about own leadership skills/profile
- Fluency in written and spoken English and Arabic or Kurdish. Knowledge of additional local dialects is a plus.

Contract Duration: Our contract renewal cycle runs from January to December (pending donor approvals)
Duty Station: Kirkuk- 75% field travel within the area of operation

Salary: G7/S1, According to NRC’s Iraq salary scale and terms and conditions.
