1. Role and responsibilities:
The purpose of a Shelter and WASH Officer (NFI/CVA/in-kind) position is to contribute specific technical
competencies to project implementation.
Generic responsibilities:
1. Ensure compliance with NRC policies, guidelines, and standards.
2. Adhere to NRC policies, tools, handbooks, and guidelines.
3. Ensure compliance with Cash strategy (national & regional), tools, handbooks, guidelines & standards.
4. Cash-specific technical responsibility for implementation of technical activities of Cash for Winter Needs
Programme.
5. Cash and communication-specific technical responsibility for tracking follow-up of project participants
involved in the cash for winter needs project.
6. Cash-specific technical responsibility for the quality control and monitoring of project activities, including the
partner involved in the project activities.
7. Cash-specific technical responsibility for project documentation of technical activities of cash for winter
needs project.
8. Monitor and follow up on project participants registration status through verifiable tools.
Specific responsibilities:
• CRM – Customer Relationship Management – Give project participants households support to register in
NRC system.
• Follow up with referrals and double-check if households qualify for cash assistance.
• Support NRC’s CFM hotline and answer questions that the recipients of the cash assistance may have.
• Identify and engage with key actors involved.
• Work with programme, finance, and logistics colleagues on NRC deliverables in shared plans.
• Support documentation of lessons learned success stories and programme impact of cash for winter
needs.
• Provide additional assistance to the cash for winter needs team as required.
• Conduct assessments and data collection as needed.

Generic professional competencies for this position:
• University degree in a relevant subject, ideal.
• Previous experience working as at least Cash Officer in a humanitarian/recovery context.
• Previous experience in customer services.
• Proactive and adaptable and have the ability to cope with stressful situations.
• Excellent capacity to plan, prioritize and multitask.
• Documented results related to the position’s responsibilities.
• Willingness to work in demanding, stressful context.
Context/specific skills, knowledge, and experience:
• Fluency of Romanian, English and Russian Language – spoken and written.
• Experience with Microsoft Office, especially Word, Excel, and Outlook.
• Ability to formulate clear, concise options and recommendations.
• Experience in collaborating with cash actors in Moldova will be a plus.
• Networking and deal-making capacity.
• Competent in building networks, strong problem-solving skills, and ability to influence with effective listening, persuasion, negotiation, and other techniques.
