Shelter Cluster Sub-National Coordinator Gaza

What we are looking for:

A dedicated and experienced professional to conduct coordination, strategy development and advocacy functions within Gaza ensuring NRC’s role as the Shelter Cluster Palestine (SCP) Lead Agency within the Cluster Approach is well implemented under the management of the Shelter Cluster Chair Palestine.

The position holder also ensures appropriate cross-sectoral coordination at the Gaza level with other related clusters such as Water, Sanitation, and Hygiene (WASH), Protection and the Site Management Working Group as well as others.

What you will do:

  • Directly manage and provide team leadership to the Gaza Coordinator as well as any other positions which may be assigned to the Gaza coordination team, including any shorter-term technical positions assigned to Gaza coordination team; mediate discussions and planning between those positions; and act as the HR focal point for those positions.
  • Represent the Gaza Shelter Cluster at all JHOC and other inter-Cluster or inter-agency meetings and other coordination fora.
  • Develop and prepare different shelter typologies, where required, in close collaboration with Shelter Cluster Technical Coordinator.
  • Liaise and collaborate with relevant local authorities and other key stakeholders.
  • Alongside the Shelter Cluster Chair Palestine, contribute to develop and continuously update the SCP Strategy in a consultative process with SC partners including the local government, and ensure that the shelter response is driven by this strategy.
  • Where needed, work with the Gaza cluster team, Gaza cluster partners, and with the Shelter Cluster National Coordinator, to develop strategic guidance specific to the Gaza context and consistent with the Shelter Cluster national strategy
  • Provide coordination services, including facilitating meetings, ensuring that cluster coordination is inclusive, consultative and results oriented.
  • Coordinate within the SCP (or at Inter-Cluster level) shelter needs assessments, including participatory assessments.
  • Support the Shelter Cluster National Coordinator in the establishment and maintenance of the cluster structure, including the cluster core documents and ensure that the SC produces timely analytical shelter reports.
  • Ensure that the shelter response is informed by appropriate relevant Technical Standards and good practice, including among others Sphere; identify the need for, establish and co-chair Technical Working Groups (TWiGs) when necessary, and facilitate support for the TWiGs from the Technical Coordinator.
  • Ensure appropriate collaboration with shelter response-related clusters of Education, Health, Protection, and WASH and the Site Management, and HLP Working Groups, in the work of the Shelter Cluster.
  • Coordinate the integration of cross-cutting issues in the work of the Shelter Cluster, including age, gender, and diversity.
  • Work with the Shelter Cluster Information Management Officer and the SCP team to ensure that the SCP has a functional information management strategy and mechanism to report and share information within the Shelter Cluster, with the other clusters, with the government, with the overall humanitarian community including donors, with NRC internal mechanisms, and with the Global Shelter Cluster.
  • In collaboration with the Shelter Cluster National Coordinator, identify core advocacy concerns for the SC through a consultative process: develop joint cluster/inter-cluster initiatives to ensure regular and consistent advocacy.
  • Alongside the National Coordinator, provide regular updates to NRC Country Director.

What you will bring:

  • Advanced University Degree (Master’s/ MPhil) in Civil/Structural/Architectural Engineering or another relevant field.
  • Minimum 4 years of professional experience in Shelter, Non-Food Items, at a managerial level in emergency and conflict and post conflict environments.
  • Has experience within the humanitarian architecture (cluster system) and with humanitarian appeals, humanitarian response plans and common humanitarian funds.
  • Experience from working in complex and volatile contexts. Knowledge of Palestinian context id highly desirable.
  • Excellent advocacy and representation skills including the ability to develop strong interpersonal relationships to facilitate communication within the cluster.
  • Knowledge about own leadership skills/profile with documented results related to the position’s responsibilities.
  • Able to work under pressure and good at timely decision making.
  • Ability to work under stressful conditions, meet short deadlines and travel extensively at short notice to support field operations.
  • Fluency in English language is must, both written and verbal.

What we offer:

  • Duty station: Gaza as situation permits, with four-week rotations into Gaza, and with remote work in Jerusalem and Amman as needed
  • Contract: 12 months (renewable conditional on funding and performance)
  • Travel: 50% to NRC Palestine field locations.
  • Salary/benefits: grade 8 on NRC’s salary scale, with accompanying terms and conditions

Background

NRC is the designated Shelter Cluster (SC) Lead Agency in Palestine, coordinating the national cluster and the sub-national clusters in Gaza and the West Bank.

The Senior Shelter Cluster Coordinator Gaza conducts coordination, strategy development and advocacy functions within Gaza, and under the management of the Shelter Cluster Chair Palestine, to ensure NRC’s role as the Shelter Cluster Palestine (SCP) Lead Agency under the Cluster Approach. The Senior Shelter Cluster Coordinator Gaza works within the framework of the Inter-Agency Standing Committee (IASC), performs a dedicated coordination, strategy development and advocacy function, and together with Shelter Cluster Coordinator, ensures a coherent and effective emergency response by mobilizing groups of agencies, organizations, and NGOs to respond in a strategic manner to the complex humanitarian crises. 

 

The Sub-National Coordinator Gaza also ensures appropriate cross-sectoral coordination at the Gaza level with other related clusters such as Water, Sanitation, and Hygiene (WASH), Protection and the Site Management Working Group as well as others. S/he advocates at the Gaza level for shelter in the humanitarian response and works with the SCP team to: mainstream early recovery activities in the Shelter Cluster, ensure integration of cross-cutting issues into the work of the Shelter Cluster, especially in terms of age, gender, and diversity, and maintain a focus on protection mainstreaming in all Shelter activities.
