Job Overview/Summary: 

In collaboration with the Shelter/NFI Senior Manager and the Senior Shelter/NFI/CCCM Officer, the Shelter/NFI/CCCM Officer will be responsible for supporting the day-to-day implementation of shelter/NFI humanitarian assistance provided by IRC in Rakhine & Chin and providing support to field staff to ensure that relevant activities and processes align with internal guidance, systems and processes.  This will include identification of training needs, as well as coordination and delivery of some required training, day-to-day support and facilitation of teamwork among all protection monitors/mobilizers, focal points, and community members. The Senior Shelter/NFI/CCCM Officer will share needs and gaps to support in the creation of the program BOQs and ensure providing life-saving assistance and support to vulnerable displaced populations in the region.

Main Responsibilities

1.Routine reporting of shelter/NFI needs, highlighting unmet needs and challenges, as well as related protection issues. This includes:

  • Support in planning, coordination, and implementation of shelter/NFI/ CCCM activities based on assessed needs and available resources
  • Support in following up on the procurement, and ensuring the timely distribution of items
  • Support in conducting regular assessments to identify gaps.

Monitoring and spot checks to partner led interventions.

  • Documenting adherence to quality standards and/or gaps, and recommending remedial actions where appropriate;
  • Supporting efforts to improve qualitative understanding of shelter/NFI thematic issues;
  • Contributing to drafting required reports.
  • Ensuring all required assessment tools are updated and filled on time.
  • Identifying areas for improvement in shelter operations to enhance efficiency, effectiveness, and client satisfaction.

2.Provide direct support to field staff, including:

  • CCCM/Shelter/NFI needs assessments or other required assessments to field staff and partners.
  • Training and supervision of shelter/NFI distribution methodologies and approaches, in alignment with internal guidance;
  • Provision of support to post-distribution monitoring exercises in coordination with MEAL team colleagues.

3.Acts as a focal point for shelter/NFI emergency response in area of operation, in coordination with the Shelter/NFI Senior Manager and Senior CCCM/Shelter/NFI officer by building and maintaining a network of relevant actors and ensuring smooth coordination for planned activities and unmet needs that are identified.

4.With support from the Shelter/NFI Senior Manager and Senior CCCM/Shelter/NFI officer, contribute to implementation of emergency response, with particular focus on shelter/NFI needs, in line with protection needs identified and prioritized by community members and other local stakeholders.

5.Contribute to assessing the training and capacity building needs of staff and partners and collaborate on the drafting and implementation of capacity building plans for field staff and partners

6.Coordinate and collaborate with the supply chain focal persons for the procurement plans of Shelter/NFI kits, participating in the Bid analysis and tender meetings for the procurements, and inspect the qualities of materials/kits in the warehouse of IRC’s suppliers whether they are in line with the requested technical specifications or guidance.

7.Undertake other tasks as requested by the supervisor.

Minimum Qualifications:

What should you have?

Education:

  • University Degree in Engineering, Social Sciences, humanitarian assistance or other relevant field experience that could be considered in lieu of degree.

Working Experience

  • At least 3 years of progressive experience in humanitarian shelter, NFI, and CCCM
  • Demonstrated Skills and Competencies:
  • Ability to gather, organize and present information
  • Excellent organizational skills, timeliness, ability to determine priorities and great attention to detail
  • Excellent drafting and oral communication skills
  • Proactive, flexible, team spirited and willing to learn
  • Ability to live and productively work under stress while maintaining a sense of humor
  • Strong experience delivering effective trainings and presentations
  • Excellent computer skills including MS Word, Excel and PowerPoint
  • Strong interpersonal skills and ability to work as part of a team, as well as independently

Language Skills:

  • Fluency in local languages is required, familiarity with English is highly desired.

Working Environment:  Located in the specified area of coverage, the working environment will be a mix of office-based and field-based (Rakhine & Chin) (70%).  It may involve travel to other locations in Myanmar.

Myanmar
nationals with relevant skills sets and proven experience of working at
international level are strongly encouraged.
