TITLE: Sudan Humanitarian Fund (SHF) Program Manager

Location: Port Sudan

Reports To: Program Director.

ROLE PURPOSE:

The Sudan Humanitarian Fund Program Manager is responsible for the implementation, coordination, and overall management of Sudan Humanitarian fund (SHF) projects in Sudan. This includes ensuring high-quality program delivery, compliance with donor requirements, and the achievement of project objectives. The Program Manager will engage closely with SHF, partners, and external stakeholders to facilitate effective collaboration and project success. This role also involves overseeing grants, ensuring timely and accurate reporting, and supporting operational teams to meet project targets and timelines.

The SHF program Manager will report directly to the Program Director and work closely with heads of key departments, including Operations, Finance, HR, and MEAL, to ensure effective and cohesive project implementation.

ESSENTIAL RESPONSIBILITIES AND DUTIES

Project Management Oversight:

  • Lead the planning, execution, and monitoring of Sudan Humanitarian Funded (SHF) project activities, ensuring they are aligned with project goals and objectives.
  • Develop and implement a comprehensive project work plan that meets SHF guidelines and RI policies.
  • Ensure effective use of financial resources in line with donor and RI regulations.
  • Conduct regular field visits to monitor project activities and assess progress.
  • Develop and update contingency plans to address changes in the operating environment.

Coordination and Representation:

  • Coordinate internal collaboration between program, finance, logistics, HR, and MEAL teams.
  • Represent RI in SHF meetings, inter-agency coordination platforms, and other relevant forums.
  • Engage with external stakeholders, including government authorities, SHF, and implementing partners, to ensure the program’s relevance to community needs.
  • Align the project with national policies and ongoing humanitarian efforts to promote sustainability and resilience.

Project Delivery:

  • Facilitate project start-up and mobilization meetings to ensure clarity of objectives and roles among stakeholders.
  • Ensure timely submission of high-quality narrative and financial reports to SHF, following donor guidelines.
  • Manage project budget, procurement, and administrative tasks, ensuring compliance with RI and SHF requirements.
  • Identify risks and challenges to project delivery and collaborate with the Program Director to resolve issues.
  • Organize lessons-learned workshops and ensure feedback is integrated into ongoing projects.

Grants Management:

  • Oversee financial and grants management processes, ensuring compliance with RI and SHF regulations.
  • Work with the MEAL Manager to design and implement monitoring, evaluation, accountability, and learning (MEAL) systems to track project outcomes.
  • Ensure accurate tracking of project expenditures in collaboration with Finance and Grants teams.

Gender and Protection Mainstreaming:

  • Ensure the integration of gender-sensitive and protection principles in all project activities.
  • Oversee the implementation of child safeguarding measures and adherence to Protection from Sexual Exploitation and Abuse (PSEA) standards.

Staff Care:

  • Promote staff well-being by monitoring workloads, providing support for self-care, and facilitating staff care initiatives in line with RI’s policies.

Span of Control & Decision Making:
The SHF Program Manager will have the authority to make decisions related to project management, in coordination with the Program Director and relevant departments. Approval authority will follow RI’s procurement and decision-making guidelines.

Direct Reporting, Dotted Line Work Coordination, and External Coordination:
The SHF Program Manager reports directly to the Program Director. Dotted-line coordination includes regular engagement with Operations, HR, Finance, and MEAL Managers for effective project delivery and resource allocation.

Working Conditions:
The role is based in Port Sudan, with frequent travel to field locations. Flexibility and adaptability to dynamic and potentially insecure environments are essential.

Qualifications and Skills Requirements

  • Education: A graduate degree in public health, Engineering, social sciences, or international development is required.
  • Experience: At least five years of experience managing complex, donor-funded projects, with a focus on UNOCHA Humanitarian Pool funds or similar humanitarian projects.
  • Knowledge of UNOCHA Humanitarian Pool funds regulations, grants management, and financial oversight.
  • Strong leadership, team management, and organizational skills.
  • Experience with budget management, narrative reporting, and strategic planning.
  • Ability to work under pressure in challenging environments.
  • Excellent communication, negotiation, and interpersonal skills.
  • Fluency in written and spoken English is required; knowledge of Arabic is an asset.
