We aim to:

  • confront and challenge discrimination and human rights violations based on gender. This includes gender-based violence and other forms of exclusion.
  • challenge stereotypes and unequal power relations between women, men, boys, and girls to promote gender equality, girls’ rights, and inclusion.
  • foster an organizational culture that embraces and exemplifies our commitment to gender equality, girls’ rights, and inclusion, while supporting staff to adopt good practices, positive attitudes, and the principles of gender equality and inclusion.

Project Background

Plan International Jordan is contracted by Novo Nordisk Foundation to implement a 5-year youth empowerment program called “Najahna” (2022-2026). The action will aim to complement JRP’s top priority, which is to strengthen systems to protect the dignity and welfare of Syrian refugees and vulnerable Jordanians impacted by the Syrian crisis. By doing this, the project will support Jordan’s enduring commitment to continue to build an integrated multi-year framework to respond to the Syrian crisis in a transparent, collaborative, and sustainable manner in line with the Global Compact on Refugees framework.

The She Leads project is designed to contribute to the institutionalization of meaningful participation with the influence of the Girls and Young Women (GYW) in both formal and informal institutions. With this project, the aim is to realize the development goals and the gender-focused commitments of Jordan, including UN’s Sustainable Development Goal 5: “achieving gender equality and empowering all women and girls.” Therefore, through the She Leads project, Plan International’s work is focused on an inclusive setting offering all people from the GYW to participate in a diverse environment regardless of their (religion, nationality, ethnicity, color, etc.). this 5-year this project, aims to: 1) promote positive social norms in Jordan to unlock girls’ and young women’s potential, 2)enable the civil society in Jordan to implement gender-sensitive programming and promote meaningful participation of GYW, and 3)the ambition is for the national legislative environment to adopt a gender-sensitive approach by 2025. through the She Lead project, Plan International’s efforts are aligned with Jordan’s commitments to reforming the public sector and integrating equal opportunities based on non-discrimination principles. Additionally, efforts will be coordinated along with the existing projects of the Dutch Embassy, specifically those related to gender questions and women’s rights, ensuring the maximum level of connection and synergy. The She Leads program is a strategic partnership (consortium) that includes INGOs, national institutions, and civil society organizations and is part of a global/regional program that advocates for girls’ and young women’s rights.

In Jordan, the She Lead project will principally target the following groups:

  • Adolescent girls and boys aged 10 – 17 (including vulnerable Jordanians as well as refugees)
  • Young women and men aged 18 – 35 (including vulnerable Jordanians as well as refugees)
  • Early married girls and young women
  • Girls and young women with disabilities
  • Girls going to schools and girls that have dropped out of the school for various reasons
  • GYW in universities

Objectives of the assignment:

This assignment seeks to create extensive training materials focusing on the impact of media in advocacy campaigns, as well as gender-sensitive media production. Specifically targeting reel creation, the goal is to train a group of 32-34 participants, equipping them with the necessary skills and techniques for producing social media reels. Additionally, the training aims to enhance participants’ understanding of the power of media in advocating for human rights issues, while emphasizing the importance of creating gender-sensitive content.

The specific objectives of the assignment:

  1. Equip participants with the skills and techniques needed to produce social media reels that rise awareness on gender issues in general with focus on challenges that impedes youth to access education, livelihood opportunities and services related to SRHR (Sexual and Reproductive Health and Rights) and GBV (Gender Based Violence).
  2. Increase participants’ understanding of the power of media in advocating for human rights issues.
  3. Raise awareness about the importance of creating gender-sensitive content in media production.
  4. Empower participants to create gender-sensitive content on social media platforms.
  5. Foster a deeper understanding of the role of media in promoting social change and advancing gender equality.

Expected Deliverables

The trainer is expected to deliver educational expertise and develop the training material in the Arabic language to the participants and engage as a facilitator in preparing, facilitating, implementing, and evaluating the activities carried out during the training. In the course of the training period, the facilitator will prepare and implement the program of the activity and outlines of working sessions in cooperation with She Leads project Manager and Najahna project Manager. And the following deliverables are expected: Draft an outline for the assignment and explain the proposed methodology for achieving the above-mentioned objectives along with tentative agenda.

  • Develop a detailed work plan for both projects’ participants She Leads and Najahuna for the full period of the assignment along with a sample of pre-post assessments on the technical part of the training.
  • Provide trainings for each group in July
  • Provide written training material to plan international.
  • Provide guidelines of the material and a follow up plan for trainees.
  • Submit a final report after the training to highlight successes, challenges, recommendations, and areas of improvement based on the pre-post assessment.
  • Managing and following up on the creative process of young people and helping them develop 32-34 reels that discuss various topics related to gender by holding a group of meetings and giving them feedback on their ideas also by guiding them and giving them appropriate feedback to ensure produce reels in a high-quality and creative way
  • Support youth in content creation to ensure delivering gender sensitive massages
  • Support youth and guideto ensure wide outreach

Duration and Timeline

The work should commence immediately after the consultant signs a contractual agreement with Plan International Jordan. The consultant is expected to design the work plan for the assignment and submit it within 1 working days after signing the contract. The trainer is expected to be engaged in one “gender-sensitive media production” training for a total of 3 days for each group of participants from both projects. Under the supervision of the project managers the assignment should be 15 days delivering the following sub-assignments:

Assignments / duration

Developing training material – 1 day

Delivering the gender-sensitive media production trainingto the targeted two groups (Photography basics for producing reels) – 3days/group

Submitting the draft report along with the pre-post assessment results – 1 day

Conduct several meetings with the aim of Managing and following up on the creative process Within two months, with separate appointments, approximately 3 hours per meeting -10 day (8 hours per day) /group

Consultant Required Skills and Experience:

  1. Proven professional record in conducting similar assignments and achieving expected results.
  2. Excellent communication and writing skills in both English and Arabic;
  3. Comprehensive knowledge and hands-on experience in social media content, including reels.
  4. Understanding of gender dynamics and awareness of the importance of gender-sensitive content creation.
  5. Proficiency in designing and delivering training sessions to diverse groups of participants, ensuring engagement and knowledge retention.
  6. Ability to effectively communicate the power of media in advocating for human rights issues and promoting social change.
  7. Familiarity with key human rights issues, particularly those relevant to the target audience, to provide context and relevance during the training.
  8. Awareness of cultural nuances and sensitivity to diverse perspectives to ensure inclusivity and relevance in the training content and delivery.
  9. Ability to assess participants’ learning progress and provide constructive feedback to support their development of the media content
  10. Flexibility to tailor training materials and delivery methods according to the specific needs and preferences of the participants.
  11. A dedication to promoting gender equality and integrating gender perspectives into all aspects of the training program.
  12. Excellent communication and presentation skills, with the ability to engage and inspire participants of diverse backgrounds and skill levels.
  13. Strong interpersonal skills and the ability to work effectively with individuals and groups.
  14. Flexibility and adaptability to customize training content and delivery methods according to the needs of the audience.
  15. Has carried out at least two similar consultancy contracts around the same core subject areas.
  16. Over 5-8 years of professional experience

Evaluation criteria

Interested consultants should submit their CVs along with a technical and a financial proposal, as per the following criteria:

  1. Technical:

    * Demonstration of the consultants’ understanding of the terms of reference. This will be included as an interpretation of the consultant’s understanding of the requirements of this assignment rather than a summary or re-statement of the Terms of Reference

    *A detailed methodology on how the consultant will conduct the training, including outcomes, results to be achieved, tentative agenda.

    * Sample of pre-post assessment intended to take place to measure results and assess the effectiveness of this training.

  2. Financial:

    *An itemized and detailed budget, indicating the unit costs for consultancy fees. Please note that Plan International Jordan will provide all logistics. A point scoring out of 100 points, shall be applied based on the following percentage for the two major components (technical and financial).

Minimum Score for Technical Compliance – 50%

Evaluation of Financial Proposal

  1. Evaluation of financial Proposals shall be done only for those individuals/companies meeting the minimum score for a technical proposal.
  2. Thirty (30) points shall be the maximum total score given to the financial component (price).
  3. The applicant should provide a clear price breakdown.

Upon opening all the Financial proposals, the maximum score is given to the lowest-priced proposal. All other price proposals from interested consultants shall be allocated scores in inverse proportion to the lowest price
