The overall goal of this project is to overcome barriers preventing Roma and other vulnerable groups (e.g. marginalised by poverty and thus in danger of exclusion) in BiH from social, economic and political participation and to enhance their social inclusion. Five outcome areas are identified as relevant. While all outcome areas are valid for all municipalities, specific activities and implementation modalities are adapted to each location corresponding with specific – and targeted – local needs and opportunities.
Outcomes of the project to be evaluated 1. Roma and other vulnerable groups have access to new livelihood opportunities 2. Roma children and those of other vulnerable groups regularly attend school, adolescents complete elementary school and learn a profession 3. Public institutions provide accessible and relevant services to the local Roma community 4. Roma successfully present their needs to the relevant municipal authorities and participate in community development activities 5. Improved public awareness and openness to the socio-economic integration of Roma
Your Duties:
- Assess all aspects of the project implementation from its initiation until the mid-term evaluation period, focusing on the activities and outcomes in Kakanj and Bijeljina
- The purpose of the evaluation will be on accountability and enhancing learning
- Evaluate the achievement of project outcome. – Evaluate the impact on Roma and other vulnerable groups, including children and youth, adults, and families without adequate housing.
- Pay attention to and assess the capacities and performance of the involved municipal authorities
- Provide recommendations for the remainder of the project and potential future phases
Our Requirements:
- Relevant professional and academic background and proven experience in evaluation and monitoring;
- Specific professional background/knowledge in social inclusion, community building, good governance, economic development;
- Expertise and experience in evaluation and consultancy in relevant fields required;
- Relevant experience of conduction evaluations in Bosnia and Herzegovina;
- Familiarity with the context of B&H or the Balkans as a precondition;
- Excellent oral and written English; knowledge of the local language is an asset.
Submission Details:
The proposal should encompass the following components:
- Technical Proposal: This should include comprehensive details of the services being offered, outlining the methodology, approach, and activities involved.
- Financial Proposal: This section should provide information on daily pricing, inclusive of international travel, accommodation, translation services, and any other necessities required for conducting the analysis. Additionally, it should specify the bank details and account information for payment. Please indicate whether the application is being submitted by an individual or a company. The financial offer should be submitted in BAM (Bosnian Convertible Mark). Local transportation will be organised by Caritas Switzerland in BiH.
- Curriculum Vitae (CV): Please provide the CVs of the individual or team members who will be conducting the evaluation.
- Work Samples: Include samples of previous evaluations and analyses related to similar topics for reference.
Declaration of Compliance with Exclusion Criteria: Applicants are required to submit this declaration, duly filled and signed, in either English or Bosnian.
The proposal should remain valid for the duration of the evaluation, anticipated to take place from mid-September until mid-October 2024. The Final version of the evaluation document must be submitted by 15 October 2024.
Your place of work will be Bosnia and Herzegovina.
