Short Term Consultant, Family Planning and Implant Private Sector Roll-Out Specialist | New Delhi, India | 2024

Chemonics seeks a Family Planning and Implant Private Sector Roll-Out Specialist for the Frontier Health Markets Engage project in India. Frontier Health Markets (FHM) Engage, a global cooperative agreement, is USAID’s flagship private sector health project which aims to catalyze the adoption of fresh, contextually relevant pathways in health market development by building on existing structures and offering strong behavioral, technical, and managerial approaches. While supporting local market actors to build upon current government and donor investments, FHM Engage also uses systems thinking to understand the market system, identify root causes of market under performance, and develop context-specific and locally informed strategies and solutions to systematically change market environments and health markets. The Family Planning and Implant Private Sector Roll-Out Specialist will develop a skilling / training plan for private sector providers for Implants (adapt from public sector training packages around course description, duration and learning objectives) and get agreement from public and private sector market actors for what will work with private sector . This position will be based in New Delhi, India. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities include:

  • Design Implant Roll-Out Strategy and Requirements:
    • Conduct a comprehensive analysis to identify all requirements for a successful private sector Implant roll-out. This includes:
    • Regulatory landscape and approvals specific to last mile delivery through different types of providers and auxiliary medical staff across private sector, charitable sector and PPP models.
    • Review of current scenario (including a barrier enabler analysis) in private sector with regard to implants and to understand the current practices for other contraception like IUD/IUS.
    • Equipment considerations for implant insertion and removal.
  • Plan and Conduct Stakeholder Engagement and Alignment:
    • Facilitate discussions with relevant stakeholders including professional bodies (Family Planning Association of India (FPAI)), regulatory authorities, and private healthcare providers.
    • Conduct a quick analysis on current practices in implant use within the private sector.
    • Assist FHM Engage in engaging relevant Government of India (GOI) stakeholders to ensure training materials and technical content comply with broader GOI guidelines.
  • Training and Education:
    • Develop private practitioner-friendly training packages for Implant use, aligned with GOI guidelines, including a range of options that will be optimal for online, offline delivery, and delivered through partnerships.
    • After pilot testing determine the most effective training delivery methods (direct training or cascade approach or digital training) for private doctors.
    • Assist in coordinating and/or conducting training programs for private sector healthcare professionals.
  • Quality Assurance and Monitoring:
    • Develop a quality assurance and complications management/adverse event/post marketing surveillance plan to monitor the roll-out process and ensure proper implant use.
    • Provide ongoing mentorship and support to private practitioners during the roll-out phase.
  • Monitoring and Evaluation (M&E) Framework:
    • Determine a minimum data collection and information framework to design a M&E plan for implant uptake within the private sector.
    • Identify key performance indicators (KPIs) to measure the success of the roll-out program.
  • Expected outputs include:
    • Detailed implementation plan and timeline with specific milestones for achieving each tasks, agreed upon by FHM Engage
      • 10 page report on Comprehensive Analysis Report for Private Sector Implant Roll-Out
        • Mapping of regulatory requirements and approval processes for last-mile delivery through various providers (e.g., private clinics, charitable sector, PPP models).
        • Summary of key regulatory bodies and their roles.
        • Identification of barriers (e.g., regulatory, logistical, financial) and enablers (e.g., supportive policies, existing infrastructure) for implant adoption.
        • Comparison with practices for other contraceptives like IUD/IUS.
        • List of necessary equipment for implant insertion and removal.
  • Training package for private sector skilling/ training on Impants with
    • Course Description, Duration and Learning Objectives
    • Training site selection and batch size
    • Training Approach and Methodology
    • Training curriculum
    • Checklists for counseling and clinical screening
  • Tools package for managerial aspects for Quality Implant services including
    • Infection prevention practices
    • Skills checklist for insertion and removal
    • FAQ for project managers and clinical managers
    • Formats for reporting which can be practiced by private sector, including use of Implant Card

Qualifications:

  • Minimum 13 years of relevant technical experience with master’s degree or a minimum of 15 years of relevant technical experience with bachelor’s degree.
  • Must possess a medical degree (MD/MS, MBBS), clinical degree (such as a BSc. in nursing or midwifery). A Master of Public Health degree or Master of Medicine in Obstetrics & Gynecology is highly desirable.
  • Knowledge of public health issues in one or more of the following: family planning, reproductive health, adolescent health, maternal and child health, gender.
  • Must have in-depth professional-level knowledge of development principles, concepts, and practices, especially as they relate to managing FP/RH programming in India.
  • Familiarity and understanding of USAID policies and procedures (highly preferred), or those of other donors, donor funded projects, community- based projects, or corporate social responsibility projects.
  • Proven experience in designing and implementing LARC training programs for healthcare providers.
  • Strong understanding of the regulatory landscape and private sector healthcare dynamics regarding FP in India.
  • Excellent communication and stakeholder engagement skills.
  • Ability to work independently and deliver high-quality outputs within tight timelines.
  • Familiarity with global initiatives such as FP2020/2030 (preferred)
  • Established relationships with FP/RH thought leaders to facilitate access to emerging approaches and to identify appropriate leverage opportunities across program portfolio (preferred)
  • Demonstrated leadership, versatility, and integrity
