Chemonics seeks short term technical experts for the anticipated USAID opportunity Advancing Digital Democracy. The goal of the activity is to foster open, secure, and inclusive digital democracies in which data-driven technologies advance, rather than undermine, democratic values and respect for human rights. As such, programming will operate in different country contexts, such as open and closed political spaces, and robust and emerging economies, necessitating differentiated approaches and fit-for-purpose interventions at the country level. This position will be based in Washington DC and/or US remote. We are looking for individuals who have a passion for making a difference in the lives of people around the world.
We are searching for candidates with experience in the following technical areas:
- Digital literacy
- Human rights monitoring
- Legal and regulatory reform governing technology and data to deepen democratic processes and address digital repression
- Private sector engagement including but not limited to: understanding when/how the private sector or others exploit users for data and/or money
- Government accountability and transparency
- Technology-driven inclusive economic growth
- Citizen awareness and advocacy including: big data, cyber-attacks, generalized & targeted surveillance, spyware, manipulation of information environment, and dual-use technology
- Technology development embracing human-rights-by-design and privacy-by-design principles
- Rapid response specific to: cyberattacks, internet shutdowns, unlawful surveillance, and the use of technology to limit protests or target protestors
- Elections expertise with an element of cyber-technology
- Digital repression and abuse through the lens of authoritarianism
