Job Summary 

The Site Coordinator is accountable for the integrated management and continuity of residential and site infrastructure systems within YEP. This role oversees water, electricity, sewage, generator operations, structural maintenance, and related site services to ensure uninterrupted service delivery aligned with SP standards.

 

The Site Coordinator supervises the Site Officer and maintenance team, provides functional oversight of the Site Engineer, and manages infrastructure risk, prioritization, and preventive planning. The role operates within SP procurement and financial policies, initiating operational decisions and procurement requests while working under Director-level financial approval authority as required.

 

This position consolidates infrastructure oversight and site services into a unified service platform to strengthen accountability, reduce operational bottlenecks, and sustain long-term system resilience. 

 

Job Duties: 

  • Integrated Infrastructure Management
  • Own and manage the residential and site infrastructure platform, including water systems, electrical systems, sewage systems, generator operations, and structural integrity of residential units.
  • Ensure uninterrupted delivery of critical infrastructure services.
  • Set maintenance and repair priorities across systems.
  • Lead development and oversight of the annual infrastructure maintenance plan, including preventive schedules, capital replacement priorities, and resource forecasting.
  • Activate contingency plans during infrastructure failures.
  • Coordinate emergency response to infrastructure incidents.
  • Coordinate with the Safeguarding and Protection Coordinator on infrastructure-related safeguarding considerations, including access pathways, contractor presence, and physical site safety.
  • Supervision & Team Leadership
    • Provide direct supervision to the Site Officer.
    • Oversee performance of maintenance and cleaning staff.
    • Conduct performance evaluations and provide coaching and development.
    • Recommend hiring, disciplinary action, and staffing adjustments as needed.
    • Provide functional oversight and coordination of the Site Engineer.

 

  • Preventive Maintenance & Risk Management
    • Lead monthly infrastructure review meetings.
    • Monitor system performance and recurring failure trends.
    • Ensure infrastructure operations comply with local safety and environmental standards.
    • Identify and assess infrastructure risks over 36-month outlooks.
    • Develop preventive maintenance plans.
    • Propose preventive investment priorities to mitigate future failures.

 

  • Procurement & Operational Authority
    • Determine operational needs and required corrective actions.
    • Prepare and submit procurement justifications in alignment with SP policy.
    • Initiate purchases within authorized single-purchase limits.
    • Coordinate with Logistics for all purchases requiring formal procurement processing.
    • Operate within established financial thresholds and escalation requirements.
    • Develop annual infrastructure budget proposals and cost forecasts in coordination with the Director.
    • Track infrastructure expenditure against approved budgets and flag variances.
    • Provide cost analysis to support preventive investment decisions.

 

  • Infrastructure Performance Reporting
    • Provide regular infrastructure status updates to the Director.
    • Report on service continuity, major repairs, and emerging risks.
    • Advise leadership on infrastructure-related operational risks and required mitigation.

 

  • External Coordination & Stakeholder Interface
    • Coordinate with program teams on residential service delivery and resident needs.
    • Manage operational relationships with external vendors and contractors.
    • Liaise with utility providers (water, electricity) on service continuity and incidents.
    • Coordinate with local authorities on permits, inspections, and infrastructure compliance.
    • Represent site infrastructure operations in inter-departmental forums.

Education / Experience Needed

  • Bachelors Degree in engineering, construction management, facilities management, or related technical field; or equivalent demonstrated experience.

  • Minimum 2-4 years working with international NGO in a supervisory capacity

  • Demonstrated experience managing infrastructure systems (water, electrical, sewage, generators, structural maintenance) or equivalent integrated operational platforms.

  • Demonstrated experience leading preventative maintenance planning and budgeting.

 

LANGUAGE 

  • Fluency in Kurdish and Arabic required.

  • Proficiency in English is desired.
