Mission and objectives

UNDP’s Programme of Assistance to the Palestinian People (PAPP) derives its mandate from the United Nations General Assembly Resolution 33/147 of 20 December 1978. Called upon by United Nations Member States in that year, UNDP was requested “to improve the economic and social conditions of the Palestinian people by identifying their social and economic needs and by establishing concrete projects to that end”. UNDP/PAPP is a responsive development agency that works together with the Palestinian people to fulfil their aspiration for sustainable human development based on self-determination, equality and freedom.

Context

UNDP Programme of Assistance to the Palestinian People (PAPP) derives its mandate from United Nations General Assembly Resolution 33/147 of 20 December 1978 to improve the economic and social conditions of the Palestinian people by identifying their social and economic needs and by establishing concrete projects to that end.
UNDP/PAPP places empowerment, resilience and sustainability at the center of its operation and focuses on three priority areas: the Gaza Strip, East Jerusalem and Area C of the West Bank, where the needs are the greatest. UNDP/PAPP is active in three thematic areas: governance and basic services; inclusive economic development; and management of natural resources. All these focus areas fall under the broader umbrella of transformative resilience which is centered around three concepts: ownership and leadership, self-reliance and cohesive identity.
UNDP/PAPP is seeking a candidate to fill the position of site engineer based in Jerusalem, to support the broader resilience portfolio currently including two national programmes. The incumbent will primarily support the work of the Investment Programme for Resilience (IPR) team under the guidance of the project engineer and the direct supervision of the Programme Manager.

Task description

Under the guidance of the Programme Specialist and the direct supervision of the Programme Manager, the UN Volunteer will undertake the following tasks:
1. Supervision and oversight of the project design phase and carrying out the required planning and coordination with all relevant stakeholders in liaison with the project engineer .
2. Following up the tender process from the pre-award until the post- award and Participating in tender analysis , evaluation process and negotiations in liaison with the project engineer .
3. Managing the contractor work in the project and providing technical solutions whenever is required and in liaison with the project engineer .
4. Inspect and report for the work on progress and ensure that the contractors are complying with UNDP quality and HSE standards .
5. Participating in weekly progress meeting of the project and reporting the records or any new arising issues to the project engineer .
6. Interim and final payments review and approval and carrying out site quantity take-off in liaison with the project engineer .
7. Review and approval of the contractor technical submittals ( material , method statements , shop drawings and schedules ) in liaison with the project engineer .
8. Carrying out any other tasks requested by the program manager or the project engineer .
