- Project Context and Scope:
The International Organization for Migration (IOM) is seeking applications for the position of Consultant – Smart Immigration Policy/Service. Under direct supervision of the Project Officer and overall guidance of the Chief of Mission, the incumbent will primarily develop a roadmap for smart immigration service policy for strengthening the identity, border and migration management which will benefit both the migrants and the Lao Government.
5. Organizational Department / Unit to which the Consultant is contributing:
Within the Immigration and Border Governance Unit, the consultant will be working with the migration governance focal person based in Vientiane, Lao PDR.

6. Category B Consultants: Tangible and measurable outputs of the work assignment
- Conduct desk reviews to identify the current relevant policy and legislative framework that guides the identity, border and migration management work of Lao PDR as well as identify and recommend international best practices that could be discussed for eventual adoption by Lao PDR.
- Develop the scope of a draft outline of a roadmap for smart immigration service in close consultation with the Project Officer.
- Support the Project Officer to conduct a consultation meeting with relevant Government senior and mid- management officials to plan a Study Visit and to present the draft roadmap outline for smart immigration service.
- Provide technical advice for the coordination between IOM, the Lao Government and the Japanese Government to make the necessary arrangements for the Study Visit.
- Support the Project Officer to conduct a technical meeting with the relevant Government senior, mid-management officials to prepare questionnaires, assignments and tasks for the Study Visit.
- Draft the report out of question guides and observations during the Study Visit and tailor the way for the roadmap paper.
- Support the Project Officer to conduct a post study visit national workshop with relevant Government senior and mid-management officials to present and validate the roadmap for smart immigration service.
7. Performance indicators for the evaluation of results
- A draft outline of a roadmap for smart immigration service developed.
- A consultation meeting conducted with relevant Government senior and mid- management officials to plan a Study Visit to learn about smart immigration service.
- A technical meeting conducted with the relevant Government senior, mid-management officials to prepare assignments and tasks.
- A Study Visit conducted for the relevant Government senior and mid- management officials.
- A national workshop conducted with relevant Government senior and mid-management officials to validate the roadmap for smart immigration service.
- A roadmap for smart immigration service finalized and validated.
8. Education, Experience and/or skills required
- Advanced degree in social sciences, laws, public administration or public/social policy.
- At least 5 years of experience working on and developing identity, border and migration management tools and policies, including in middle income countries particularly in the Asian region.
- Previous professional experience working in immigration and border management fields, including developing policies and/or roadmaps.
- Proven experience working in international development and knowledge of Asian migratory and socio-economic contexts will be an asset.
- Demonstrated knowledge and experience in smart immigration service/policy.
- Understanding of the border management information systems.
- Experience planning and conducting a study visit or exchange study.
Experience working in complex, multi-stakeholder environments.
9. Travel required
The Consultant under this contract will be required to travel to the duty station of the consultancy i.e., Lao People’s Democratic Republic.
