The Country Programme of Cooperation between the Government of Mozambique and UNICEF (CPD) for 2022-2026 aims to support Mozambique to accelerate efforts towards achieving the targets of the 2030 Agenda for Sustainable Development and meeting its commitment to respect, protect and fulfil the rights of children, in line with the Convention on the Rights of the Child (CRC) and the Core Commitments for Children in Humanitarian Action. It derives from the United Nations Sustainable Development Cooperation Framework (UNSDCF), 2022–2026 and aligns with the Government Five-Year Plan 2020–2024, the National Development Strategy 2015–2035 and relevant sector policies and programmes.

How can you make a difference?

A challenging and exciting opportunity has arisen within UNICEF Mozambique for a passionate and committed Social & Behavior Change (SBC) Specialist, NO3 level based in Maputo (open to Mozambican nationals only).

The Social and Behavior Change Specialist NO3 level reports to the Social and Behavior Change Specialist P3 level position for general guidance and supervision. The Specialist provides technical and operational support for developing a systematic, planned and evidence-based strategy and process for SBC as an integral part of programme development, planning and implementation. Through communication and engagement, as well as the empowerment and participation of stakeholders, communities, children, civil society partners, and government counterparts, s/he promotes measurable behavioral and social change/mobilization. This subsequently contributes to the achievement of sustainable and concrete results in improving children’s rights, survival and wellbeing in the country.

Summary of key functions/accountabilities

  1. Generate & Use Evidence: Generate and utilize research, data, and evidence to inform the design, measurement, and monitoring of SBC programs and outcomes in both development and emergency contexts and to build the evidence base for SBC.
  2. Design, plan and implement: Design, plan and implement SBC activities that are backed by social and behavioural evidence and strong engagement and participation mechanisms in both development and humanitarian contexts.
  3. Advocate & Build Partnerships: Support operationalization of SBC by advocating for SBC, mobilizing resources, coordinating across stakeholders, sectors and teams, and partnership building.
  4. Build Capacities Promote continuous learning, strengthening, and scaling up in SBC for both development and humanitarian contexts through capacity building for UNICEF staff and partners.

To qualify as an advocate for every child you will have…

  • An advanced (master’s or higher) university degree in one of the following fields is required: Economics, Public Policy, Social Sciences, International Relations, Political Science, or another relevant technical field.
  • A minimum of five years of professional experience in one or more of the following areas is required: social development programme planning, social and behavior change, communication for development, public advocacy or another related area.
  • Relevant experience in a UN system agency or organization is considered as an asset.
  • Experience working in a developing country is considered as an asset.
  • Fluency in English and Portuguese is required. Proficiency in other local languages is a strong asset.

Remarks:

This position has been assessed as an elevated risk role for Child Safeguarding purposes as it is a role with direct contact with children, works directly with children, is a safeguarding response role. Additional vetting and assessment for elevated risk roles in child safeguarding (potentially including additional criminal background checks) applies.

UNICEF appointments are subject to medical clearance. Otherwise, the selection will be cancelled.

Government employees that are considered for employment with UNICEF are normally required to resign from their government before taking up an assignment with UNICEF. UNICEF reserves the right to withdraw an offer of appointment, without compensation, if a visa or medical clearance is not obtained, or necessary inoculation requirements are not met, within a reasonable period for any reason.

There will be no relocation package offered for this post. The successful candidate will be responsible for his/her own relocation and settlement in the city where the post is based.
