Social Policy Specialist

Under the general supervision and guidance of the Chief Social Policy, the Cash Transfers Specialist oversees the implementation, monitors, evaluates, and improves the delivery of UNICEF, MSAM, and Dutch Embassy cash transfers (HCTs) program Cash Plus Care in Benin.

The Cash Transfers Specialist is responsible for the following functions: 

  • Oversight of Cash Plus Care Implementation
  • Cash Plus Care monitoring and evaluation.
  • Cash Plus Care reporting, knowledge management, and capacity building.
  • Cross-cutting social policy areas
Specifically, the Cash Transfers Specialist performs:

Oversight of Cash Plus Care Program implementation

  • Conducts operational analysis of cash transfer programs, including registration, payment, verification exercises, etc., to identify areas of poor performance, and bottlenecks, and identify solutions.
  • Liaises regularly with all key organizational stakeholders – internal and external – through the established coordination mechanisms to ensure follow-up actions at the respective levels are taken.
  • Disseminates UNICEF’s Cash plus Care-related guidance, SOPs, and tools as well as, where appropriate, inter-agency strategies and operational guidelines.
Cash Plus Care monitoring and evaluation:
  • Coordinates and supports payment verification and other elements of the Cash Plus Care program’s monitoring according to the established monitoring frameworks and schedules.
  • Documents field experience including new models of implementation and programmatic approaches, joint programs delivery and coordination, and others for subsequent dissemination.
  • Ensures that all risk-related systems are maintained, and risk mitigation measures are in place per corporate Cash Plus Care risk management processes.
Cash Plus Care reporting, knowledge management, and capacity building:
  • Ensures that all program documentation is in place and that all required reports are prepared and submitted according to the schedule or on demand.
  • Produces knowledge management products for cash transfer programs documenting good practices and lessons learned.
  • Delivers bespoke or larger group capacity building on cash transfers both internally, within the country office, and externally. This may include running workshops, often in a multistakeholder environment, that lead to stakeholders’ feeling of ownership of Cash Plus Care interventions.
Cross-cutting social policy areas:
  • Supports the correct and compelling use of data and evidence in support of the humanitarian cash transfer program, the social policy program, and the country program overall.
  • Assesses how specific vulnerabilities are tied to multifaceted aspects of poverty and the contribution social protection has on reducing exclusion, to mainstream inclusion, particularly as it relates to gender, disability, and migration. Works towards gender- gender-responsive-transformative, disability-inclusive, and migrant-inclusive systems by integrating the inclusion lens into humanitarian cash transfer programs.
  • Develop approaches to identify social and behavioral change needs and undertake interventions for meaningful accountability to affected populations and community engagement.
  • Monitors current technological trends and new modalities of working applicable to Cash Plus Care versus current and emerging needs to assess their role and match their potential applicability for enhanced outcomes for children.

Education:

  • An advanced university degree in one of the following fields is required: Public Policy, Social Sciences, International Relations, Political Science, Economics, Public Health, or another relevant field.
Experiences:
  • A minimum of four years of professional work experience in the design, implementation, and management of humanitarian assistance programs, including cash transfer experience, is required.
  • Experience in cash transfer program design and management and policy advocacy is required.
  • Experience working in emergency contexts is required.
  • Background, familiarity, and/or knowledge of mainstreaming specific programs of delivering cash in emergencies into the larger social protection system is a strong asset.
Language Requirements:
  • Fluency in French is required. Knowledge of another official UN language, particularly English, is considered an asset.
