Social Policy Specialist

How can you tell the difference? 

Under the general supervision and advice of the Head of Social Policy, the Social Policy Specialist (public finance) provides advice and technical assistance to help the UNICEF country office in Chad continue to work towards the realization of human rights. the child. More specifically, the Social Policy Specialist (public finances) will contribute to expanding financing and improving the transparency of social interventions sensitive to children in Chad by carrying out an analysis and monitoring of public finances, and by exploiting them to policy advocacy and programming.

What are your responsibilities  

The social policy specialist is responsible for the following functions:

• Public finance reforms
• Analysis of public finances
• Planning, budgeting and monitoring of public finances
• Cross-cutting areas of social policy

To take on this role and be considered a defender of the rights of every child in Chad, you must have: 

Education :         

• An advanced university degree in one of the following fields is required: public finance, economics, public policy, social sciences, international relations, political science or any other relevant field.

Experience :       

• A minimum of five years of professional experience in the field of public finance reforms, public finance and social policy analyzes and/or social expenditure processes is required.
• Experience in program design and management and policy advocacy is required.
• Experience working in developing countries/contexts is considered a strong asset.
• Experience and/or knowledge of emergency situations and humanitarian contexts is considered a major asset.

LANGUAGES :            

• Fluency in French and a working knowledge of English are required. Knowledge of another official UN language or local language is considered an asset.
