The Country Programme of Cooperation between the Government of Mozambique and UNICEF (CPD) for 2022-2026 aims to support Mozambique to accelerate efforts towards achieving the targets of the 2030 Agenda for Sustainable Development and meeting its commitment to respect, protect and fulfil the rights of children, in line with the Convention on the Rights of the Child (CRC) and the Core Commitments for Children in Humanitarian Action. It derives from the United Nations Sustainable Development Cooperation Framework (UNSDCF), 2022?2026 and aligns with the Government Five-Year Plan 2020?2024, the National Development Strategy 2015?2035 and relevant sector policies and programmes.

How can you make a difference? 

Join our dynamic team where you will be accountable for engaging in social protection dialogue with the Government for programme development and implementation, advocating for increased public resource allocation and budgeting towards the social protection sector and building local capacity in support of the goal of achieving equity and reaching the poorest and most vulnerable children and their families. This includes, but not limited to, building shock-responsive systems, support coordination and ensure greater integration with other social services (?cash plus?). In your role, you will be under the supervision and overall guidance of the Chief of Social Policy.

Your expected deliverables will mainly include:

  • Constructive dialogue and partnerships are brokered between international and local social protection stakeholders to strengthen the social protection system, including development and use of shock responsive features.
  • Social protection interventions, including in emergency settings, are made effective and sustainable through adequate local support, ensuring that the poorest and most vulnerable are adequately reached, including through the roll-out of the Child Grant 0-2. Coordination between sectors is increased and links between different levels of government structures for policy implementation are strengthened; capacity, learning and leadership of government staff is built, including for contingency planning and emergency preparedness for a strengthened humanitarian response and planning in future interventions.
  • ?Cash Plus? interventions are conceptualized and operationalized to ensure the impact of cash is augmented by creating effective linkages with social sectors that are critical to child wellbeing.
  • Strategic evidence is generated to inform social protection advocacy, policy and programming.

The above deliverables require both direct programme work with government and civil society partners as well as linkages and support to teams working on education, health, child protection, water and sanitation, and HIV.

To qualify as an advocate for every child you will have?

The following minimum requirements:

Education: An advanced university degree (Masters) in one of the following fields is required: Economics, Public Policy, Social Sciences, International Relations, Political Science, or another relevant technical field.

Work Experience: A minimum of eight years of relevant professional work experience in social protection is required, including work experience in both development and humanitarian sectors.

Language Requirements: Fluency in English is required. Knowledge of Portuguese or a Latin Language is a strong asset.
