BACKGROUND INFORMATION/OPERATIONAL CONTEXT
Established in December 1950, UNHCR is a global organization dedicated to saving lives, protecting rights and building a better future for asylum seekers, refugees, returnees, internally displaced communities and stateless people. Every year, millions of men, women and children are forced to flee their homes to escape conflict and persecution. UNHCR currently operates in over 130 countries, using its long expertise to protect and care for millions.
UNHCR’s Office in Italy is a multi-country one responsible for Italy, the Holy See and San Marino. Italy plays an important role in refugee protection in Europe, remaining one of the major points of arrival for persons seeking protection to Europe, with most of them arriving by sea via the Mediterranean. In 2023, 157,651 migrants and refugees originating from 62 countries arrived in Italy by sea and Italy received 71% of all sea arrivals to Southern Europe. Whereas numbers have gone down in 2024, it is anticipated that Italy will continue to receive the largest number of asylum-seekers arriving in Europe by sea as well as an increasing number arriving by land and air. While there are fluctuations in levels of arrivals, the drivers of the movements from Africa and the Middle East moving along the Central Mediterranean and Balkan routes continue to remain or worsen because of the various crises.
In Italy, UNHCR works with the Italian government, other organizations, and Persons of Concern (PoC) to uphold their basic human rights and to improve laws and national systems so refugees, asylum seekers, stateless persons and all those forced to flee stay safe, get documents, can go to school, work and exercise other rights. Through its staff and partners, UNHCR is engaged in activities aimed at ensuring full and equal enjoyment of rights by all PoC, addressing protection risks in an Age, Gender, and Diversity (AGD) sensitive manner, with a particular focus on persons with specific needs, such as unaccompanied and separated children (UASC) and survivors of gender-based violence (GBV). UNHCR’s protection delivery is based on a community-based protection approach, which aims at putting PoC at the centre of all decisions affecting their lives. Based on this approach, UNHCR promotes active refugee participation in all aspects of the UNHCR programme cycle, builds protection strategies and solutions in partnership with them and supports the community’s own goals, also through better communication with communities.
Improving integration prospects for refugees in Italy is also among UNHCR’s top protection priority, particularly encouraging the engagement of both institutional actors and the private sector. UNHCR is significantly increasing its collaboration with local authorities, civil society organizations, universities and private companies.
