Somalia Diaspora Desk Study

Background:

Social Impact (SI) is a global development management consulting firm. We provide monitoring, evaluation, strategic planning, and capacity building services to advance development effectiveness. Our mission is to help global development organizations and programs be more effective at improving people’s lives.

Social Impact is implementing the USAID/Somalia’s Evaluation, Learning, and Monitoring Initiative (ELMI) Activity which provides support for monitoring, evaluation, and program related support services to USAID/Somalia (the Mission). The current USAID strategy for Somalia aims to build a durable foundation for a more stable, democratic, and prosperous Somalia in three primary technical areas: (1) democracy, stabilization, and governance; (2) social services; and (3) economic growth. USAID/Somalia is implementing approximately $60 million annually in activities across these three technical areas.

Somalis are considered among the most dispersed groups worldwide, with more than 10% – or 2 million – of its population living outside Somalia[1]. The Somalia diaspora play a key role in provision of aid, relief measures and sharing information on migration for women and men in Somalia.

Purpose and Objectives of the Study

The purpose of the desk study is to help the Mission to understand the role of Somali diaspora in community support, provision of aid and relief measures, and sharing information on migration for women and men in Somalia.

The desk study will aim to understand: the economic, social, and political influence of the diaspora in Somalia. This will include exploring the following: mapping of the Somali diaspora, understanding how USAID can better connect with Somali diaspora communities, and current diaspora networks that have linkages with institutions and organizations in Somalia.

Specific Tasks:

The consultant will undertake the following specific tasks:

1. Prepare an inception report outlining the proposed research approach, the data collection tools and work plan.

2. Participate in an inception meeting with the Mission to share the proposed approach and obtain feedback on any areas that may require adjustment.

3. Undertake data collection through review of relevant documents as well as key informant interviews with relevant individuals/organizations who are already engaged in the Somalia diaspora discussion.

4. Undertake data analysis and report writing.

5. Make a presentation to the Mission on the study findings, conclusions, and recommendations.

6. Prepare and submit a final report complete with relevant annexes.

Deliverables:

The consultant will produce the following deliverables and submit them to the ELMI COP:

● Inception report, including the proposed research approach, data collection tools and work plan.

● PowerPoint presentation containing the findings, conclusions, and recommendations from the study

● Final Research Report.

Period of Performance:

The anticipated period of performance is on or about February 1, 2023 – March 29, 2024.

Qualifications

● Advanced university degree in political science, economics, or any relevant degree in humanities and social sciences.

● At least 5 years’ experience in research within the Somalia context or any similar context.

● Knowledge and experience of Somalia context and Somali diaspora locations.

● Prior experience working with diaspora, Somali diaspora experience preferable.

● Strong networking skills, preferably with existing networks among diaspora and civil society actors, Somali diaspora experience preferable.

Level of Effort:

The level of effort for this assignment is approximately twenty-one (21) days as follows:

Reporting:

The Consultant will report to the ELMI Chief of Party or his/her designated official.

Application Review:

Applications will be reviewed on a rolling basis until the position has been filled.
